Yes and no. There used to be a public woks program. That's part of what got the US out of the great depression. The government has the ability to set minimum wage as well as tax and trade policy that will keep money cycling in cites in a healthy way. If it gets lopsided everything falls apart. Jobs are only created in response to the public having money. Government sets the policy that can promote this or royally fuck it up. The community benefits because money circulates and maintains a stable society.
