That shit is fucked up!
Those cops need to be charged with FIRST DEGREE MURDER!
First, they were off duty!
Second, in a city the size of DC, it is very odd that they end up in the SAME AREA as this allegedly stolen scooter, that's like picking the winning Mega-Millions numbers 2 weeks in a row.
Third, they discharged a WEAPON endangering civilians without calling for a patrol car or ANY ON DUTY OFFICER, unless CIVILIANS are clearly in DANGER; an off duty officer should NEVER discharge their weapon, the scooter couldn't go fast enough to seriously get into a high speed chase and endanger civilians; and as long as he was running away, all they had to do was give Patrol cars his direction and let them handle things.
Fourth, there is NO PROOF that the fleeing teen had a weapon or fired a weapon, it is kinda hard to shoot and steer a scooter at the same time, so the claims of the teen shooting and fleeing seem real shaky!
The MAYOR OF DC needs to wait for an investigative results, and then once he has that he needs to ask for FIRST DEGREE MURDER CHARGES; after he fires the officers involved!

Fighting & Biting the cops is stupid, and will get your ass whupped BEFORE YOU GET ARRESTED; if you are in custody GO PEACEFULLY, get your lawyer and handle things in court, resistance will get you beat up and then you'll go thru the same legalities ANYWAY.
If you are fighting the cops, you deserve to get your ass whupped, if you are unarmed and the cops shoot you in the back of the head then they ARE PRE-MEDITATED MURDERERS!

All of this talk about race war, but I'd sooner predict a war against law enforcement. Shit is really getting out of hand.
