Trump is a jealous individual and spiteful person.
Good chance when he first went to the Middle East in his first term. He was astonished seeing the level of wealth countries like Saudi Arabia, Qatar and others had.
He quickly realized it was all from the sale of Oil.
He wants to take away/destroy their ability to continue making money off Oil.
He hates Arabs. He hates Muslims and it makes his blood boil that for over his entire adult life he has had to struggle, hustle and con his way through life to make a living for himself.
And seeing the Mid-East countries living the good life all them years drives him nuts.
No different that a poor White person in America seeing a Black person living a prosperous and luxurious lifestyle. It makes their blood boil.
