Nah bruh, it's the ChupaCabraYea, those are cloud based cameras. A true camera system you have more options you could adjust that would slow the image down. That's definitely a bug though, I can tell by it's movements. The reason you don't see more bugs is the weather or the area where you live. The camera has infrared LEDs that some bugs are attracted to and they give off heat that also attracts them.
