Not only that, but G.W. Bush infamously went against the one recommendation that could have led to, oddly enough, a marital law type situation.
Bush's VP, Dick Cheney (who we all know was calling a lot of the shots of that administration), wanted to occupy US cities with military forces. Bush actually went against the suggestion and drew a hard line against doing it, which I think as one of the few times he didn't just go with the flow.
And this was still close enough to 9/11 that he probably could have mounted something resembling a fear excuse. Trump is just straight bullshitting excuses to put forces everywhere.
