Conclusion - I was researching and finally found the missing link reviewing more debates at that time. One of the Senators Mr. Cowan considered somebody earning citizenship only through birth as lower tiered to naturalization. No political power.

We got a lower tiered citizenship that open the door for states to disenfranchise black voters. It provided national citizenship for protection from state laws but left it up to the states on who could vote. When they denied voting based on race, they could have used our lower tiered citizenship as justification....

Naturalization vs 14th Amendment

With Naturalization your parent is approved for citizenship then they pledge their loyalty to the U.S. Finally, they renounce their loyalty to their homeland. This undying loyalty to the United States is passed down.

14th Amendment your parents without any overt renouciation birth a child outside their homeland. No approval for citizenship happens by the government. Parents are subject to the jurisdiction of another country. They pass their allegiance to another country down.

A war breaks out between the United States and their homeland. They take up arms to fight against the United States. Another scenario is abandoning their obligation to the U.S. to fight some war in another country

The 14th amendment was not written when Presidential requirements were written requiring birth and Naturalization. KH had no business running for office, having us seen as the weak link. Voting for KH could be seen as an act of insurrection.

FBA is defacto naturalized through our military service and not having any allegiance to another country. We have not taken arms similar to ethnic Russian against the country. The 14th amendment has language about not being subject to the jurisdiction of another country and your birth.

A possible scenario is a foreign intelligence service knowing they would never vet out during naturalization choose illegal immigration to avoid renouncing their allegiance or being vetted. They give birth to a child where they pass on their allegiance to their homeland. Their child having pure hate for the United States due to some national conflict tries to undermine. As a graduate student at Michigan this hatred passed down to the child fuels their research into gain of function of viruses.

This is why citizenship passes to child upon naturalization. The 14th amendment was tailored made for us and whites that were naturalized in 1865. There are rare circumstances where the 14th amendment would provide birthright citizenship. Afrkaaners or white Zimbabwean after being stripped of their citizenship and land seized that traveled to the United States. They lacked Dutch or British citizenship. The only way for a baby to not be subject to jurisdiction of another country is affirmately renouncing through naturalization. This can only be done by the parent.

Congress could allow an illegal immigrant to make these statements renouncing their allegiance. They could allow some vetting process by State, than citizenship birthright would be given to a child. The information provided could not be used for immigration enforcement. The parent would still remain undocumented and illegal.
