I understand what you're saying but using the Packers and Steelers as your example is crazy. Those two franchises are two of seven franchises that are considered the best of the best in NFL history. They both won at least four titles and the Steelers are one of two franchises to win six titles.

The Steelers and Packers ain't your average small market teams.
