The US proposal is as follows:
Ukraine must abandon its claims to Crimea;
Cessation of hostilities along the current front line;
The US will lift all sanctions imposed on russia;
The Zaporizhzhia nuclear power plant will be transferred to the US. The US will begin energy cooperation with russia;
Direct negotiations between Ukraine and the russian Federation without security guarantees;
Ukraine will refuse to join NATO but can join the EU;
Conclusion of a minerals agreement;
Kelloggs hopes Ukraine will agree to this plan. Perhaps Witkoff will travel to russia specifically to present it to putin.
