Why on God’s green Earth should poor people need an education? I don't think these closings are the canary the OP believes they are. When you start seeing small public universities close instead of merging into a larger academic institution, then you should worry.

I can think of 5 schools within 200 miles that should have closed years ago. If the state legislatures would allow it, Rutgers should work with Temple and West Chester University. Kutztown should be with WCU. Penn State and Pitt should work together. Ideally, West Virginia State should be saved, but I couldn't imagine them working with the folks in Trenton.
