It's bad enough to have a no guest rule, but extending it to family members helping you move is extreme. Not everyone is going to be available on your specified move in date. Also, why wasn't the room already clean?
On top of that, using arguments like "you been here 2 weeks and you're already breaking rules." or "where would you be if I hadn't took you in?" Is slumlord talk. This isn't a homeless shelter and she's a rent paying tenant, not a stray orphan.
The facts she's been living here 2 weeks and already feels the need to use a hidden camera speaks volumes. Also, the house sucks!

She was in the right. One day you are nice and comfy and cozy in your apartment, the next it’s Two women sleeping on the floor in your living room and weed baking in the oven. If your fam was that straight they wouldn’t need to crash. Red flag.
Then don't take in a roommate.
Because even if that's against your rules getting someone out for breaking them is a hard and expensive process. That's why my roommate and I decided to leave our spare room open.
Orange dress has virulent herpes and her ass is on full itch, its hard when you young and trying to make your way into this world and you fall for the roommate trap, a person who is all good until you move in and they turn into Satan on you.
Very important to read and understand your lease or agreement, very important to have emergency storage money and weekly hotel money if shit goes south, and important to know its best to live by your means until you can do better poor girl should have applied for public housing, and came up the organic way.

You're right about the 'roommate trap, but
emergency storage and hotel money? She couldn't even afford movers. Depending on your city it can take years to get into public or sponsored housing. In SF there's folks who've been on the housing lottery list for over a decade.
