WASHINGTON -- The U.S. Navy is starting to enlist individuals who didn't graduate from high school or get a GED, marking the second time in about a year that the service has opened the door to lower-performing recruits as it struggles to meet enlistment goals.

The decision follows a move in December 2022 to bring in a larger number of recruits who score very low on the Armed Services Qualification Test. Both are fairly rare steps that the other military services largely avoid or limit, even though they are all finding it increasingly difficult to attract the dwindling number of young people who can meet the military’s physical, mental and moral standards.

Under the new plan, Navy recruits without an education credential will be able to join as long as they score 50 or above on the qualification test, which is out of 99. The last time the service took individuals without education credentials was in 2000.

“We get thousands of people into our recruiting stations every year that want to join the Navy but do not have an education credential. And we just turn them away,” said Vice Adm. Rick Cheeseman, the Navy's chief of personnel, in an interview Friday with The Associated Press.

He said that of the more than 2,400 who were turned away last year, as many as 500 of them could score high enough to get in. He said he has already sent an order to his recruiters to start the new expanded effort, adding, “I’m hoping all my recruiters have called all 2,442 of them in the last 72 hours, and we’ll see how it goes ... We'll try to get some test takers this weekend.”
The other services have largely balked at such changes.

The Navy is the only service that enlists anyone considered a “category four” recruit, meaning they scored 30 or less on the qualification test. The service expanded the number of those category four recruits arguing that a number of jobs — such as cook or boatswain mate — don't require an overall high test score, as long as they meet the job standards.

The Army will only take those lowest scoring candidates into their so-called Future Soldier Prep Course, which gives them weeks of instruction and the opportunity to increase their score in order to make the grade and enlist. The Navy allows low-scoring recruits to go through its Future Sailor Prep Course but doesn't require an increased score to enlist.

In addition, the Army and Marine Corps require a high school diploma or GED equivalent, and the Air Force said it will only take recruits without a diploma if they score a 65 or higher on the qualification test. Those numbers are very small — just 110 of the nearly 26,900 Air Force recruits brought in last year, either had a GED or no education credential at all.

Other services cite concerns that lower-performing recruits may be more likely to wash out of boot camp or could present more disciplinary problems over time.
Cheeseman said he believes the biggest risk is that they do fail boot camp at higher rates, but he said the difference hasn't been significant so far for the low-scoring recruits brought in last year. Overall, 11.4% of those recruits didn't finish boot camp, compared to less than 6.5% of the high-scoring sailors.

He said Navy leaders had been talking about opening up enlistment to those without high school credentials for a while in an effort to expand the pool of potential sailors.

“We just finally decided, okay, let’s go,” he said, adding that the service was looking for other ways to reach untapped talent. “My, argument for accepting that risk is that we have capacity of boot camp. We’re not filling the seats. So I’m willing to take a risk.”

Its gonna get even worse. Firstly, Kids can get online and with a few clicks on YouTube see that these wars are complete bullshit. Motherfuckers coming back with PTSD, and lifelong injury and then getting fucked by the US government. You got Trump calling POWs stupid for getting caught. Second, kids are not physically fit enough to join. The US/FDA allows these corporations to keep flooding the grocery stores and restaurants with cancerous fattening poison and its coming back to hunt them. Third, a lot of these kids are plain soft from not playing sports, doing hard labor like farm work, or just plainly being inactive playing in their phone all day and not playing outside. Fourth, a lot gay folks out there that don't think the military suitable for their sexual lifestyle. Fifth, you can get paid much more by working private corps. Takes quite a while to make real money in the military. I know some folks that get money after retirement, but up front, no good. Sixth, these kids ain't with the shit of being shipped off for months away from home because they have a higher sense of self preservation and want to actually enjoy their lives. Being couped up on a boat or in a barrack with 100s of people doesn't sound appealing. I mean like these young cats don't even want to come into an office 3 days a week, now you want them to come into the office 24 hours a day for 6 months out of the year, fuck outta here. They not going.
 
If the military want more recruits may have to sweeten the money pot. But I’m afraid that if we put the wrong person in the White House in the future, they going to be drafting the hell out of this country if we get into a bad conflict

People are now likening drafts to slavery. I never thought about it that way, but the more I think about it, the more I agree. Slavery is defined as "The condition in which one person is owned as property by another and is under the owner's control, especially in involuntary servitude." In this case, the US govt takes control of your whole body to do work, to go to war, and possibly leave with injury or death. You're paid a nominal fee, but yet in still you are essentially forced to do something against your will and if you don't you're labeled a coward, or go to jail or both. I don't have a problem with going to war or enlisting if its for a good cause, but more times than not the cause is money and control of resources in another country. More times than not, its the destabilization of a poorer country and people with darker skin. More times than not, the purpose is to ensure the colonizers and the imperialist are kept in power by protecting their interest and not the interest of that nation that's being invaded. Our black bodies been down this path, we sacrifice our bodies and soul for a nation that doesn't love us.

If a draft comes they will pay the draftees peanuts, best believe that. The DOD is capped at a number of dollars based on people in the active and reserve. States fund their NG except when called up nationally so they keep them numbers balanced. If you drafted and raised those numbers quickly, there won’t be dollars to fund anything. They also pay us retirees out of that operating budget.

They spent the last 50 years fucking the military processes, but more importantly THE PEOPLE over so bad that careerists don’t sell military service as an option to their children and civilian families have no one alive who has first hand military experience to sell it there. WWII vets are gone, Nam vets ain’t saying positive shit and the rest of us know you can do just as good outside than in. Too much other shit you can do out there.

I personally will explain a strategy that can have you do some years and move the fuck on with your life but you will NEVER catch me telling anyone to make a career out of it now.

I am also 100%. Truth is you are going to get fucked over the course of a military career and all that shit adds up. But most younger guys with 100% are usually sleep apnea (50%) and a bunch of little shit that puts you over the top. I have 30+ individual claims that including a heart condition, diabetes, sleep apnea, PTSD, TBI from explosions, and surgeries over the course of my career.

Not as uncommon as you think.
 
I tell you one thing. To have a group that doesn’t believe in parameters take over our military sounds scary asf as a citizen.

So Black men should not learn how to use guns, advanced weaponry, covert operations, programing skills, mass unit organizations, contract preparations, travel the world, lifelong federal benefits, garner child collegiate scholarships, prime home purchasing deals and protect the country they live in and have built since the creation of this country. I know a kid (23) just got out of rehab for pills and needs a career or some shit. He also has a misdemeanor for having a weapon without a permit but get this he graduated 3rd in his class 4.2 gpa weighted classes and national honor society member. Talking about wasted potential
 
For those wondering, even if they do accept you without a high school diploma, they still require that you achieve your GED equivalent during your service.
 
I joined the Navy in the 90s, just to get away from the crackhouse I was raised right next to. Based on my conversation with other brothers in the Navy, a lot of mofos just wanted to get away from that hood and I wanted a job it was never about being a patriot

My buddy did 20 years in the Navy and retired. Ain't shit about him a patriot and he laughing at that bullshit. Always has said I'm getting mine ION care about all that. He came from a 2 parent home with a strict dad who was a Sheriffs deputy. He has never really told me why he joined and left. I spoke to a mutual friend like 2 nights ago who said she hasn't heard from him and he is going through it. Dude is like early 40s just wondering around doing nothing. Thats cool to retire early but I feel like his mental health has declined. Dude sold his home and was living with his ex girlfriend then moved to VA to be near his daughter. He has like no direction right now.
 
The Navy needs LOTS of sailors. Carrier groups are the hammer of this world that is 3/4ths water.

If you ever saw the firepower a carrier group can bring to bear you'd understand.

And with the computerized operations, they can teach even dummies to push a few buttons. The ones who show more brains go to more difficult positions... the crazy ones go on the boomers.

That's the reason I never joined the navy.. I scored a 97 on the ASVAB and all the armed forces were trying their best to get me, but with the navy, they wanted me for their nuclear engineering program and all I could think about was being on a sub full of dudes with no females in sight.. naw, not happening here captain...

Probably not getting into the military because of the drug rehab and weapons charge right now but he should talk to a recruiter and wait to see if this slump declines even further. They will start waiving all kinds of shit when they get desperate. Tell him to STAY Clean and change his friend circle ASAP!
