HONG KONG — As he left a state reception at the Kremlin on Tuesday, Chinese President Xi Jinping turned to his Russian counterpart, Vladimir Putin, and said the world was undergoing changes “the likes of which we haven’t seen for 100 years.”
“And we are the ones driving these changes together,” he said.
“I agree,” Putin replied, shaking hands with the Chinese leader in an exchange that was captured on camera.
Xi’s three-day visit, his first since Putin invaded Ukraine last year, was the latest step in Beijing’s bid to promote an alternative international order that is less dominated by the United States. But, experts told NBC News, it highlighted the extent to which Moscow — weakened by the war now grinding into its second year — may have to settle for playing second fiddle.
A show of support
The trip brought promises of expanded economic cooperation and calls for even closer ties between Beijing and Moscow, even as both are on increasingly icy terms with Washington. Xi also invited Putin to China later this year.
“The trip was valuable for Putin to signal that he is not internationally isolated and for Xi to signal to Washington that China has a reliable partner in its corner regardless of what new American-led pressures may emerge,” said Amanda Hsiao, a senior China analyst at the International Crisis Group, a Brussels-based think tank.
Though the two leaders’ joint statement made no mention of a “no limits” partnership like the one they declared weeks before the invasion of Ukraine last year, “nevertheless it was a clear statement from Beijing to the world of the steadfastness of the Russia-China alignment even at a cost to China’s international image,” she said in an email from Taipei, Taiwan.
There was little sign of progress toward ending the war in Ukraine despite Putin’s praise for a 12-point peace proposal China released last month that has been dismissed by the U.S. and its allies as too favorable to Russia. Xi, who is trying to portray China as a potential peacemaker in Ukraine and elsewhere, made little mention of the conflict during his visit.
As the Chinese leader left Moscow on Wednesday, Japanese Prime Minister Fumio Kishida left Kyiv after a surprise visit intended as a show of support for Ukrainian President Volodymyr Zelenskyy and a counterpoint to Xi’s Russia trip.
Rahm Emanuel, the American ambassador to Japan, a close U.S. ally, said the dueling visits reflected “two very different European-Pacific partnerships.”
“Prime Minister Kishida stands with freedom, and Xi stands with a war criminal,” he said in a statement, referring to an arrest warrant the International Criminal Court issued for Putin last week over his alleged involvement in the abduction of Ukrainian children.
Moscow denies the allegations, while Beijing has accused the court of using “double standards.” Neither Russia, China, Ukraine nor the U.S. are members of the court.

Beyond Ukraine, Xi’s Russia trip furthered his efforts to portray China as an emerging global leader, building on the momentum from a recent Beijing-brokered deal to restore diplomatic relations between Saudi Arabia and Iran.
While in Moscow, Xi and Putin talked about the idea of a world in which no one country makes decisions for others. “We are working in solidarity on the formation of a more just and democratic multipolar world order,” Putin said on the Kremlin’s website.
But what Xi’s visit mostly underscored, experts say, is how imbalanced the China-Russia relationship is becoming.
“It certainly shows Russia needing Beijing far more than the other way around,” said Ja Ian Chong, an associate professor at the National University of Singapore, who specializes in Chinese foreign policy.
Sam Greene, a professor of Russian politics at King’s College London, said Xi’s visit was “essentially permission from Beijing to keep fighting,” but that Putin didn’t get much else on Ukraine, while announcements on economic cooperation largely favored China.
“While there were undoubtedly agreements we are not meant to know about, there is no indication here of a significant increase in military support for Russia — nor even of a willingness on Xi’s part to ramp up diplomatic support,” he said on Twitter.
Secretary of State Antony Blinken, who has warned China not to provide Russia with lethal military assistance, told a Senate committee Wednesday that U.S. officials had not seen China “cross that line.”
It “doesn’t make any sense” that China would supply Russian forces with weapons, “especially at a time when China has actually tabled a peace plan,” said Zhou Bo, a retired senior colonel in the Chinese army and a senior fellow at the Center for International Security and Strategy at Tsinghua University in Beijing. He also noted that the U.S. has not publicly released any evidence that China is contemplating providing such assistance.
China says it is the U.S. and its allies that have been fueling the war in Ukraine by sending arms to Kyiv.
In his Senate testimony, Blinken called the China-Russia relationship a “marriage of convenience” in which Russia is the “junior partner.”
“When it comes to China, they actually want a world order but an illiberal one,” he said. “We continue to stand strongly for a liberal one. I’m not sure that Russia or Vladimir Putin wants a world order — maybe more like world disorder.”
Zhou agreed that China and Russia have different outlooks, with China embracing globalization far more than Russia.
“We’re not talking about destroying this order, because we are the beneficiaries,” he told NBC News in an interview this week.
But there are ways in which the world could be reshaped more to Xi and Putin’s liking, and their exchange appeared to be a reference to that, Chong said.
“Personally I think that’s a little bit more of an expression of aspiration that tends towards hyperbole than any sort of real moment,” he said.
Still, Chong said, having a “diminished but still important” partner in Russia lends credibility to China’s vision of a new international order.
It illustrates “that it’s not just China beating the drum and there’s no one else following,” he said, "because to be a leader, by definition, you need followers.”

They "unleashed" the T-55 recently so we are quickly approaching T-34/44 WWII era tanks. Once they fully deplete their supply of 70-80+ yer old tanks, that is when they will actually start fighting for real.

The UK indicated this week that it will send Kyiv armor-piercing munitions with depleted-uranium shells for its tank force alongside the Challenger 2 main battle tanks it pledged earlier this year. "Such rounds are highly effective in defeating modern tanks and armored vehicles," said Annabel Goldie, a defense minister in the British government, during a parliamentary response on Monday.
Depleted uranium, a highly dense and radioactive material, is a byproduct of the nuclear enrichment process. This happens when a highly radioactive type of uranium called U-235 — which is used to make nuclear weapons — is extracted from natural uranium ore, giving way to the remaining material: depleted uranium.
Decades ago, the US military began using depleted uranium to make mortar shells, bullets, tank armor, and aircraft weights because of its density, according to the US Environmental Protection Agency. When used in tank shells, the material is particularly effective because its bulk allows the munitions to penetrate through enemy armor.
Traditional rounds tend to mushroom when they strike armor, but the depleted-uranium tank rounds sharpen on impact as the shell burns away along the edges, letting them to pierce through armor. They also heat up and may catch fire, giving the round an ability to inflict additional damage inside the wounded tank, potentially causing fuel or ammunition explosions, as fragments are thrown about.
The radiation that's released from depleted uranium is relatively low, and it does not pose a significant threat if the material remains outside an individual's body, the Military Health System, which falls under the Department of Defense, wrote in a fact sheet.
But if a large amount is ingested, through dust particles or metal fragments, it could be a "long-term health hazard." There are indications its toxicity could damage the kidneys and cause renal failure, but that is only in high concentrations.
Moscow immediately criticized the UK's announcement, with top Russian officials — including Russian President Vladimir Putin and Defense Minister Sergei Shoigu — threatening escalation and claiming the West is making use of weapons with a nuclear component. The Kremlin's foreign ministry even referred to the planned transfer of shells as a "Yugoslavia scenario" — a reference a NATO bombing campaign in the late 1990s against the former country.
A United Nations tribunal previously found evidence that NATO aircraft released depleted-uranium projectiles during the deadly bombing campaign, but the material is functions differently in bombs and tank shells.
The Russian complaints ring particularly hollow given its military upgraded some of its tanks to use depleted-uranium shells in 2018, with state media quoting an expert at the time saying that the munitions do not violate any international treaties.
The UK pushed back on Russia's grievances, saying that it's military has used depleted uranium as a standard practice for decades and that it has no nuclear capabilities. London's sentiment was later echoed by the Biden administration.
"This kind of ammunition is a fairly commonplace, been in use for decades," White House National Security Council spokesperson John Kirby told reporters at a Wednesday press briefing. "I think what's really going on here is Russia just doesn't want Ukraine to continue to take out its tanks and render them inoperative."
"And if that's really the concern, if the Russians are very concerned about their tanks staying fully operational, they can just take them across the border back into Russia and take them out of Ukraine," he added.
Though it is sending M1 Abrams tanks, the US has no plans at this time to send shells with depleted uranium to Ukraine, Pentagon Press Secretary Air Force Brig. Gen. Pat Ryder said earlier this week.
Russia's tank force has suffered heavy losses on the battlefield in Ukraine. According to open-source intelligence site Oryx, which tracks military equipment losses in Ukraine, nearly 1,900 Russian tanks have been destroyed, damaged, captured, or abandoned.

These staggering losses can be attributed to a whole slew of issues plaguing Russian forces, military experts told Insider, including a failure to provide the necessary fire support in combat, a lack of common sense, and little adaptability. If you stop reading tweets for a second, and read actual news reports, like the AP or The NY Times you’d realize that Bahkmut is already lost.
The Russian army has been winning huge swaths of territory by encircling their target (cutting off supplies to the area), then slowly bleeding them out - like a python strangling its victim.
Bahkmut is surrounded just like Mariopol was. Ukraine is king of propaganda so they will push out all kinds of crazy stories on Twitter to distract you from the obvious.
Bahkmut is already a fire gone conclusión, Russian troops have already started moving onto the next city.

Russians Try And Fail to Recover T-90M Tank - Incredible video footage recorded from above shows Russian forces somewhere in Ukraine desperately trying to recover a partially destroyed Russian T-90M tank.
In the video, shared on Telegram and Twitter this week, a Russian BREM-1 is seen maneuvering in such a way as to begin towing the damaged tank.
The video shows the BREM-1, an armored recovery vehicle, pushing the T-90M tank so Russian soldiers can hook it up and prepare it to be towed away.
In the distance, a BMP-3 can be seen burning out among rubble and the remains of residential buildings damaged in strikes.
The damaged tank appears to have endured significant damage. Rob Lee, an analyst at the Foreign Policy Research Institute, noted that the tank seemed to have lost part of its track.
“Video of a Russian BREM-1 trying to recover a damaged T-90M tank that lost parts of its track. Looks like a BMP-3 on fire at the end,” Lee writes on Twitter.
At the end of the video, the BMP-3 infantry fighting vehicle is shown still on fire and almost completely destroyed.
The original Telegram post that contained the video footage confirmed that the burning vehicle was a BMP-3 and that the video was recorded somewhere in Luhansk Oblast, Ukraine.
T-90-series tanks are the most advanced available to the Russians, and as few as 20 new tanks are being manufactured at just two functioning domestic tank manufacturing facilities. Every tank is valuable to the Russian military at this stage in the war, but particularly the more modern T-90M.
Troops in the video were likely hoping to move the tank to a safe place so that it could be refitted with new tracks and undergo other repair and refurbishment measures so it can later be deployed.
Medvedev Says T-90M Outperforms Western Tanks
Russian Security Council Deputy Chairman Dmitry Medvedev said online on Thursday that Russia’s T-90M tank outperforms both the Leopard and Abrams tanks manufactured by Germany and the United States, respectively.
"We produce worthy types of armament, military and special hardware and weapon systems. The brand names are well known and I can mention just several of them. It is quite obvious that, say, the T-90M ‘Proryv’ is our newest tank. But, to my mind, this is the best tank in the world. In the world! It is, undoubtedly, superior to the Leopard, the Challenger or the Abrams, especially in terms of its performance characteristics and its mass," Medvedev wrote on social media network VKontakte.
The Russian official also promised that 1,500 of the tanks will be manufactured this year. However, it is unclear how Russia intends to dramatically increase its manufacturing capacity without the help of foreign allies.

Blast causes crater in center of Russian town, two hurt - Russian media
Two people suffered shrapnel wounds following an explosion on Sunday in the town of Kireyevsk, around 220 km (140 miles) south of Moscow, the TASS news agency cited emergency services as saying.
The cause of the explosion was not immediately known, but it left a crater in the center of the town, in the Tula region.
"The explosion sounded at 1519 (1219 GMT). Two victims, born in 2002 and 2006, have shrapnel wounds. Emergency services are on the scene," TASS quoted a local emergency services representative as saying.
"There is a crater. This explosion was in the heart of the city," the representative added.
The representative said the injuries were not life-threatening and that investigators were working at the site.
