well, New York City doesn’t have a choice because tourism is not as huge as it used to be. I personally don’t mind casinos coming to New York City because I actually want casinos to come to Atlanta (the Georgia lottery has slot machines in some stores in my area and I am in Alpharetta). Black people can really take advantage of this if we are in the right place at the right time. Also a side-note, Atlantic City is almost dead so they need a new place anyways in the area.

Not the same office. Every Borough has a it's own District Attorney's office (Voted in DA's)
Just Manhattan's is the must powerful & popular cause they tend to have higher profile cases
and have always had popular Attorneys as the heads of the department.
They ALL do serve justice differently and work to their own drum cause issues in every Boro are different.
BUT do have to follow the laws created up in Albany (more or less)
