I think the problem is that Trump can't back down. Honestly, if he would just sit in his resort, do some casual grifting, and occasionally mumble something about how wrong everyone but him is, people would have left well enough alone. Hell, I imagine that that is the offer that's been placed on his table numerous times the last few years.
But Trump has to be right about everything, and his ego won't let him be "pushed around". So instead of just sulking off into the limelight, we have him destabilizing things again, all for the sake of protecting his self-image.
They gave him a chance to return the documents he stole (no better way to phrase it than that), and he balked at returning all of them. Anyone that thought this would go any way other than it has just doesn't know the FBI or the DOJ. Treating Trump as if he will behave like a rational human is what led us all the way to here.
