Prime minister tells people to stay at home, schools and nonessential retail to close until mid-February

LONDON—British Prime Minister Boris Johnson began a national lockdown Monday, ordering the British population to stay home until mid-February amid spiraling infection rates caused by a new variant of the coronavirus.


As of Monday evening, schools and nonessential shops are to shut across England and people have been told to only leave their homes if necessary.


The imposition of a third national lockdown came after the government’s chief medical officers warned the more-contagious strain was spreading quickly across the country and that some hospitals risked being overwhelmed within three weeks if new restrictions weren’t put in place.


There are now more Covid-19 patients in British hospitals than at the height of the pandemic in the spring. Mr. Johnson said that the fight against the virus had reached a critical phase. “It is clear that we need to do more together to bring this new variant under control,” he said.

Cuomo Confirms Case of New, More Contagious U.K. Strain of Virus in New York
New York is believed to be the fourth state to report a confirmed case of a newest variant of the coronavirus

New York joined a growing number of states on Monday to confirm the presence of a new strain of the coronavirus that's believed to be at least 50 percent more contagious.

A man in his 60s living in upstate New York has tested positive for the U.K. strain of the coronavirus, known as B.1.1.7., Gov. Andrew Cuomo announced on a press call Monday afternoon.

The Saratoga County man had not traveled recently, leading state officials to believe he got the virus through community spread, Cuomo said. "He was symptomatic, but he is on the mend and he's doing better," Cuomo added.

The governor says the man is linked to a jewelry store in Saratoga Springs. He advised anyone who had contact with N. Fox Jewelers at 404 Broadway between Dec. 18-24 to get tested immediately. (The store has been closed since Dec. 24).



State health officials are already aware of at least three other people sick with COVID-19 connected to the store, but they have yet to be confirmed for the new variant, Cuomo said. The test samples from each will be examined for the virus and contract tracing out from the jewelry store is already underway.

At least three other states have recently confirmed the presence of the new virus: Colorado, California and Florida. The first U.S. case of the U.K. virus was detected by health officials in Colorado at the end of December in a man in his 20s who also had no recent travel history.

COVID vaccines "might not" work as well on South African strain, scientists warn

Johannesburg, South Africa — The new coronavirus variant identified in South Africa poses even more of a risk than the strain discovered several weeks ago in England, Britain's top health official warned on Monday. His alarm came as scientists warned that the new strain sweeping through South African coastal communities could be resistant to the COVID-19 vaccines approved or awaiting approval in the U.S. and Europe.

"I'm incredibly worried about the South African variant," Health Secretary Matt Hancock told BBC Radio. "This is a very, very significant problem... it's even more of a problem than the U.K. new variant."

As the first doses of the Oxford University-AstraZeneca vaccine outside of medical trials were administered at an Oxford hospital on Monday, senior Oxford immunologist Professor John Bell — who helped create the prestigious university's vaccine — said there was a "big question mark" over whether the current versions of vaccines would work on the South African variant.

He said it was "unlikely" the mutation would make the vaccines ineffective, but that they might need tweaks to provide as much protection against the strain as they do against the others already in wide circulation elsewhere

The lead researcher on the trial of the Oxford vaccine carried out in South Africa, Professor Shabir Madhi, told CBS News on Monday that more than 13 variants of the coronavirus had been identified in the country since the start of the pandemic. He said the new one, 501.V2, which has spread like wildfire in South Africa's coastal cities, is the most worrying mutation of the virus so far.

"It's not a given that the vaccine will not work on this variant, but it is a consideration that the vaccine might not have the full efficacy," he said.

Well-timed trials
Both Oxford and U.S. pharmaceutical giant Johnson & Johnson have carried out human trials of their vaccines in South Africa, including doses given since the new variant started spreading discovered.


"Those on our trial received the second dose during the time of this new variant, which is extremely fortunate," Madhi said, adding that he expected the relevant trial results by the fourth week of January.

Glenda Grey, President of the South African Medical Research Council and lead of the Johnson & Johnson vaccine trial team, confirmed that their trial also included giving participants doses amid the outbreak of the new strain.

"It is fortunate that this timing will allow us to see whether there is any change with this new variant" in the vaccine's efficacy, she said. Her team also expects results "towards the end of this month."

"This new variant should not delay vaccine access, but it also means we need to keep our eye on breakthrough infections," she said, referring to the rate of infections among those who have received the vaccine.

Johnson and Johnson's vaccine requires only one dose, unlike the Oxford and Pfizer vaccines approved for use in Britain, or the Moderna formula being used in the U.S. along with the Pfizer shots.

The Oxford vaccine was trialed at seven different sites across South Africa in 2,100 volunteers, while some 45,000 people were involved in the Johnson and Johnson trial.

So far immunologists have voiced little concern over the efficacy of the approved or pending vaccines against other mutations of the coronavirus, including a variant discovered late last year in the London region that has driven U.K. infection rates up sharply.


Government scientists say that, like the South African variant, the new British strain appears to be more easily passed between people, but they expect it to respond to the vaccines in the same way as the more widespread versions of the disease.

South Africans stuck waiting
Meanwhile, South Africans are still waiting to learn when any vaccines might actually become available in their country outside of the trials.

The country's largest trade union has accused the government of "gross incompetence" with its a vaccine rollout plan. A group of eminent scientists, including Glenda Gray, slammed the government in an op-ed published on Sunday for what they said was an "astonishing" lack of planning.

Within hours of the criticism, Minister of Health Dr. Zweli Mkhize gave an online presentation outlining the government's plan. He said the goal was to vaccinate two-thirds of South Africa's 57 million people by the end of the year, beginning in February.

"We are targeting a minimum of 67% of the population to achieve herd immunity," he said.

South Africa's Ministry of Health has reported a total of 1.1 million cumulative COVID-19 cases across the country, with a positivity rate of about 32% and almost 30,000 confirmed deaths. It's the worst national coronavirus epidemic in Africa.

Yet another new COVID-19 variant seems to have developed, this one in Nigeria


Nairobi, Kenya — Another new variant of the coronavirus appears to have emerged in Nigeria, Africa's top public health official said Thursday, but he added that further investigation was needed.


The discovery could add to new alarm in the pandemic after similar variants were announced in Britain and South Africa, leading to the swift return of international travel restrictions and other measures just as the world enters a major holiday season.

"It's a separate lineage from the U.K. and South Africa," the head of the Africa Centers for Disease Control and Prevention, John Nkengasong, told reporters. He said the Nigeria CDC and the African Center of Excellence for Genomics of Infectious Diseases in that country - Africa's most populous - will be analyzing more samples.

"Give us some time. ... It's still very early," he said.

The alert about the apparent new variant was based on two or three genetic sequences, he said, but that and South Africa's alert late last week were enough to prompt an emergency meeting of the Africa CDC this week.

The variant was found in two patient samples collected on Aug. 3 and on Oct. 9 in Nigeria's Osun state, according to a working research paper seen by The Associated Press.

Unlike the variant seen in the U.K., "we haven't observed such rapid rise of the lineage in Nigeria and do not have evidence to indicate that the P681H variant is contributing to increased transmission of the virus in Nigeria. However, the relative difference in scale of genomic surveillance in Nigeria vs the U.K. may imply a reduced power to detect such changes," the paper says.


The news comes as infections surge again in parts of the African continent.

The new variant in South Africa is now the predominant one there, Nkengasong said, as confirmed infections in the country approach 1 million. While the variant transmits quickly and viral loads are higher, it is not yet clear whether it leads to a more severe disease, he said.

"We believe this mutation will not have an effect" on the deployment of COVID-19 vaccines to the continent, he said of the South Africa variant.

South Africa's health minister late Wednesday announced an "alarming rate of spread" in that country, with more than 14,000 new cases confirmed in the past day, including more than 400 deaths. It was the largest single-day increase in cases.

The country has more than 950,000 infections and COVID-19 is "unrelenting," Health Minister Zwelini Mkhize said.

The African continent now has more than 2.5 million confirmed cases, or 3.3% of global cases. Infections across the continent have risen 10.9% over the past four weeks, Nkengasong said, including a 52% increase in Nigeria and 40% increase in South Africa.

Nigeria now has more than 80,000 confirmed coronavirus cases.


For the first time since confirming sub-Saharan Africa's first virus case in February, Nigeria is in the spotlight during this pandemic as infections surge.

"Over recent weeks, we've had a huge increase in number of samples to (Nigeria CDC) reference lab," the CDC director-general Chikwe Ihekweazu tweeted on Thursday. "This has led to an unusual delay with testing, but we're working around the clock," with many colleagues cutting short their holidays and returning to work.

Army Corps of Engineers arrive at 6 LA County hospitals to help with oxygen delivery systems

LOS ANGELES (KABC) -- Hospitals in Los Angeles County that are struggling to provide enough oxygen for the sickest coronavirus patients received some relief Saturday when the U.S. Army Corps of Engineers crews arrived.

The collaboration comes as the hospitals struggle to maintain oxygen pressure while treating an unprecedented number of patients with respiratory issues. Besides the shortage of oxygen, they're also having difficulty keeping up with demand for oxygen tanks for discharged patients to take home.

The team from Army Corps of Engineers will evaluate the oxygen systems at the following six older hospitals across the county: Adventist Health White Memorial Hospital, Los Angeles; Emanate Health Queen of the Valley Hospital, West Covina; Mission Community Hospital, Panorama City; Beverly Community Hospital, Montebello; Lakewood Regional Medical Center, Lakewood; PIH Health Hospital, Downey.

"By working to upgrade challenged oxygen delivery systems at these older hospitals we can improve the ability to deliver life sustaining medical care to those who need it,'' said Mark Ghilarducci, director of the Governor's Office of Emergency Services.

California National Guard medical corps pitches in to help struggling hospitals

As hospitals are slammed by waves of COVID-19 patients, the California National Guard is lending a hand.

Guard troops are stationed at 13 medical facilities in the state, including Adventist Health White Memorial in Los Angeles, Methodist Hospital of Southern California in Arcadia and Pacifica Hospital of the Valley in Sun Valley.

Each team consists of about six to 10 medical corps members, led by a physician or a nurse. Some facilities, like El Centro Regional Medical Center in Imperial County, have two teams.

The Guard has dispatched medical help since the start of the pandemic, but the need is now greater, with hospitals reaching a breaking point from an unprecedented surge in coronavirus cases.
