Sending out a check that size to poor/middle income people would undo what they have spent decades convincing stupid cacs to believe (trickle down). This is a simplified version, but there is a thing called the marginal propensity to consume which is how much of every new dollar received you are likely to spend. So, someone making $500K that gets a $2,500 check isn't going to touch it but someone making $50k is going to spend it immediately and it will have an impact on the economy. Because of this, the stimulative effect of a direct payment to the bottom is much higher than any sort of tax cut to the top. No way the GOP was going to give Biden economic momentum and also undermine their own economic message. They can only do this because America is the only country where poor people hate other poor people more than they hate those actually responsible for making them poor
