You are correct in that Trump was to lazy to have his team draft up laws after his EO’s.

First two years all those EOs could have easily become laws. He controlled both chambers. They would have rubberstamped anything he proposed. Trump just wanted to play POTUS he really didnt want the job. So Biden will be able to quickly nuke much of Trump's agenda very quickly.

Trump was on pace to become one of the greatest Presidents of all time and he fucked it up and self sabotaged himself. He was gifted a growing economy and his tax cuts were like turbo injectors that really opened the economy up temporarily.
The pandemic fell in his lap and he could have been the guy to get us over the pandemic and bring the economy back. He had peace deals and other shit going in his favor. All this fell right in his lap without having to do any work.
