If we don't get the Senate, should Biden appoint acting heads, it will be a fact he is not supposed to do that to get around Congress, but when the GOP attacks him on it, it won't be because they are acting in good faith, it will because they are trying to obstruct and have their way.
When they start whining about the deficit and what we can and can't pay for, it's a generally accepted fact that deficits are bad, but their opposition isn't because they are being fiscally responsible, it's because they want to obstruct.
