Actually the signal does dissipate into almost nothing. Radio signals from Earth will continue to thin out the further in space they go, and eventually become indistinguishable from the background radiation of the Universe.
And further, what does "celestial" mean sammy? Dictionary says it's either something in the sky or something relating to "heaven". So yeah, magic balls so big, they float in a vacuum.

Now someone sends a signal to the prob 11.5 billion miles away and the prob responds. I seriously doubt they expected that prob to respond.

It is a well established fact stated by NASA the James Webb telescope will be able detect life on other planets. NASA, which only comprises on 10% of our space budget while our military/contractors get 90%, is in charge of this project and has been working with Lockheed Martin to get it operational.
Whats even worse is that Lockheed Martin (#1 contractor) has been delaying the launch of the telescope for over a decade and is 6-8 billion over budget yet congress hasnt let out a single peep about one of the biggest cost overruns in US govt history.
My point is that if you have 90% of the space budget then you are going to find whatever is out there before weak ass Nasa or any scientifc research venture. And when the military finds shit, they arent types to share shit with the world unless that absolutely have too.
A lot of the "cutting edge' tech you use now is based off of military tech that has been researched for 40-50 years. Most of private industry for is 20-30 years behind the military when it comes to tech. Im lucky to have friends who have been engineers working only projects that you could barely comprehend 20 years ago that is now household tech.
NASA and eveyone else is playing catch-up. How far still remains to be seen. The "Space Force" being established by Trump as the 6th Branch the military should also be all the proof you need.
