Devin Nunes has a cow because he wanted Elise Stefanik to question first. This wasn't the first session. He knew the rules and they were given at the start of each hearing. Elise got to ask her questions later, when it was her turn. Every day Devin sat beside Schiff talking about the GOP was being treated unfairly but he was present for everything unless he chose not to show, and personally I think he's a mole that should be stripped of his committee assignments.
The only thing they couldn't do is call witnesses not relevant to the case or pursue questioning designed to out the whistleblower. The GOP was treated a lot better than the dems were when the GOP was in power.

Charles J. Cooper, a lawyer for Mr. Bolton, declined to comment. The White House did not provide responses to questions about Mr. Bolton’s assertions, and representatives for Mr. Johnson, Mr. Pompeo and Mr. Mulvaney did not respond to emails and calls seeking comment on Sunday afternoon.
Mr. Bolton’s submission of the book to the White House may have given the White House lawyers direct insight into what Mr. Bolton would say if he were called to testify at Mr. Trump’s impeachment trial.
