He was in the hall earlier requesting horses and carts to take his people to winterfell so they could fight. The night king got to his village quick and wiped out his people. But they left him behind as a message. Shock and awe motherfucker.

First episode
Two hour episodes were never discussed, only 90 minute episodes. There is 6 episodes, and 4 will be be 80-84 min long. The first 2 will be 55 min.
I'm fairly certain that was the young Lord Umber Sansa sent back to his castle with more horses and wagons to bring his people back to Winterfell.
Beyond that, the message tells us a lot about the night king. The fact that he picked the young lord out of all the people to leave a message with means he's smarter and more aware of his enemies than previously shown.
