It's obvious as hell but some people playing along giving this joker undeserved praise....opioid crisis put White people in the bullseye of the horrific drug laws used to destroy the Black community....cops made sure to be gentle with them with their drug transgressions and this act just puts it onto law....that being said an unintended consequence is that it will ease up some of the pressure on Black folks and that's a good thing...but yeah, this is all about the opioid crisis that's hitting that community especially hard
That seems how everything gets done around here when it comes to black people. Laws for minorities everyone gets to eat off of. Gays, hispanics, women, sand cacs, Asians. Almost everything that is good seems to benefit everyone. When it's bad, the black community manages to be the target.

When the government decided to go after crack cocaine, they fixed it so crack cocaine would ALWAYS have tougher sentencing guidelines compared to cocaine. The argument was crack was causing more violence and destruction than any other drug, so the laws needed to be tougher.
We were supposed to ignore the fact that crack was primarily a black drug vs cocaine which was primarily a yuppie white drug or the fact that you needed a supply of cocaine to make crack.

When we use that argument to justify what Obama was trying to do, he was a sell out who didn't look out for black folks.
Trump does one or two things that happen to benefit black people but not necessarily for black people and he is seen as the great white savior.
