Houston was his only true option in the West if it were really about championships. You're talking about s team that was an injury away from beating Golden State in the opinion of most basketball heads last year and the hottest team since the break this year.
They had their nucleus in place (harden, Paul, capela) and James would have fit right in. But city aesthetics got in the way of his legacy and here we are.
