i have let a white dude cut my hair...but he used to cut hair for the military..so he had to cut everybody's hair...at the time he was my only option....he did an ok job..
i've also let a white woman cut my hair...and she did a TERRIBLE job...

I'm sure a white barber in a black area would know how to cut hair. It's just not common for obvious reasons. Not like it's some secret society shit to learn how to cut hair.

I have When I was stationed in Germany that’s all they had in garrison but who ever taught them they taught them well

the best barber i ever had was a white guy. he grew up in the neighborhood.
he was one of the best barbers in the area. he cut the hair of many of the high profile black people in the area. he would also get the jobs for celebrities when they came to perform in the area.
he was the shit. he was also a dj. and good at that too. he used to make me house music tapes. lol
he only cut hair wednesday through saturday. he only took appointments. if you didn't have an appointment you were hit.
i was salty as shit when he moved across the country.
