This situation and others like it was created by the Republican party and their supreme court nominees before Trump took office. In particular Caetano vs Massachusetts in 2016. In that case the court declared that the Second Amendment extends, prima facie, to all instruments that constitute bearable arms, even those that were not in existence at the time of the founding, and that this Second Amendment right is fully applicable to the States.

More likely he learned from the shit storm that Charlton Heston went through after the NRA decided to go ahead with their Littleton, Colorado rally a week after the Columbine shooting.
