A year later, Harold Washington became the city’s first black mayor. There was an immediate difference in the department, said Lemieux, an actor who gained acclaim for his role as Pretty Willie in the 1973 film “The Spook who Sat by the Door.”

Washington made a concerted effort to increase the number of African-American police supervisors. His actions, Lemieux said, prompted many white officers to transfer from the 3rd District, where he was stationed and later where Evans was a commander, to other districts. He said the white officers who remained had always been respectful of the residents in the district, which encompasses 60th to 75th streets and the Dan Ryan Expressway to Lake Michigan.

Previously, the white officers were assigned east of Stony Island Avenue in what Lemieux described as an informal policy. “They called that the ‘safe part’ of the district,” he said chuckling.

The remainder of the white officers who didn’t want to work in the district transferred when Washington was reelected.

“That eliminated police going out hunting black boys. That eliminated the contempt that so many [black residents] held for the police who were occupying an area,” said Lemieux.

Long before they met, Lemieux and his long-time police partner, Gerald Hamilton, shared a commitment to advocating for African-American residents and mitigating the abuse so many were experiencing at the hands of white officers.

“When we worked in the community, you might be having Sunday breakfast with your family at Army and Lou’s,” he said, referring to a former soul food restaurant on East 75th Street. “Using commonsense you shouldn’t mess over people you are going to see. I am not afraid of my own people. I love my people.”

Hamilton said many African-American officers didn’t agree with Lemieux. “When I joined, I said I am my brother’s keeper.” But for many of his peers, he said, “The blue often overrode the black.”

This is FACT. I was here in Chicago through that era and old enough to see and understand what was going on.

Harold Washington was met with hatred by racists even before he became Chicago's first Black mayor.

When he won the Democratic primary, several white aldermen who were Democrats switched alliances to the white Republican candidate rather than support a Black man for mayor.

That candidate, Bernard Epton's racist campaign slogan was: "Epton: Before it's too late"

I remember riding to high school on the Northwest sign one morning and seeing someone with a license plate with the no smoking sign:

The ugly racist underbelly of Chicago was exposed at that time.

David (pronounced "Daveed") Lemieux joined the Illinois Chapter of the Black Panther Party in the spring of 1969. At age 16, he was the second youngest member of that Chapter. He was a "rank and file" member and functioned in all BPP activities including the Free Breakfast for Children Program and the dissemination of the Black Panther newspaper. As a member of the Education Cadre, he was constantly engaged with "speaking" the mission and purpose of the Black Panther Party. He remained active with the BPP into the early 70s. In 1982, after consultation with other members of the activist community, David joined the Chicago Police Department and began a 26 year career where he was able to use his office and authority as a vehicle to serve the people. Currently, David Lemieux gives seminars facilitated by Chicago's Black Star Project entitled "Keeping OUR children out of the 'Just US' System" and speaks locally and nationally on the role of peace officers serving the community through the justice system. He is active with the Chicago Black Panther History Project and other efforts committed to preservation, education and reclamation of the true history of our struggle.

I don't have to. Tariq showed you. And he joined as a part of a community force. And again, HAROLD WASHINGTON , the Blac mayor pushed for more Black cops, especially in Black neighborhoods because it makes sense to have people from within your community join the force. And that was a part of a process that went on ten years after there was no more panther party. So yes, they did background Checks.
Being a Panther isn't a crime, which is why many of them could also move on and become politicians , professors and other legit jobs. So he qualified to be a cop and worked in his community. What'd you do?

I always thought her dad was “passing” for Black. I remember trying to find info on him on IMDB back in 05 when I first saw the movie. IMDB used to have threads about each movie. People up there were debating his race and mad people were saying he was just a regular white dude. They were people who had supposedly been around him in real life in the acting scene

For years, blacks had complained about intimidation, mistreatment, and brutality by police officers. African Americans on the police force also suffered from harassment and abuse. In an organization long known for unwavering support for one another, the department's African American "brothers in blue" found little respect and less protection.

Angered and frustrated by rampant mistreatment, six black police officers and a civilian met secretly to devise a plan to fight back against the blatant harassment. The group founded the Afro-American Patrolmen's League (AAPL) in 1968. Its purpose was two-fold: first it aimed to increase the number of African Americans in Chicago's police force; and second, it intended to seek justice for African American victims of police abuse.
