"Boule" membership back then was based primarily on skin color. The term 'boule" itself means slightly burnt or "not as dark" (think skin color) in relation to the organization. Hence the reason why so many of their members tend to be of a lighter hue in when looking at their skin color. They especially chose their members on skin tone during their inception and the many years to follow before a change occurred in their acceptance policy. Nowadays, it's a bunch old uppity Black folks who for the most part have a well paid token position within a white owned company or industry.
