SEOUL, South Korea — North Korea said Friday that it’s still willing to sit down for talks with the United States “at any time, at any format” just hours after President Donald Trump abruptly canceled his planned summit with the North’s leader, Kim Jong Un.

The statement by Vice Foreign Minister Kim Kye Gwan, a longtime nuclear negotiator and senior diplomat, said the North is “willing to give the U.S. time and opportunities” to reconsider talks that had been set for June 12 in Singapore. It is the latest whiplash development in what had been seen as a rare opportunity to address what might be the world’s most dangerous standoff. Focus will now swing back to how Trump will respond to the North’s seemingly conciliatory gesture.

A scrapping of diplomacy could see a return to the torrent of weapons tests — and the fears of war they created — that North Korea unleashed last year as it sought to put the finishing touches on a nuclear-armed missile program meant to target the entire US mainland.

Since January, Kim has taken a radically softer approach to foreign affairs, sending his sister to the Olympics in South Korea, meeting with his South Korean counterpart on their shared border and exploding parts of his nuclear testing site Thursday in a sign of good faith.

Earlier comments by South Korean President Moon Jae-in, seen as the driving force behind the summit, suggested that Seoul, a top US ally and host to 28,500 US troops, was blindsided by Trump’s cancellation. Moon said he was “very perplexed” at Trump’s announcement that he was canceling the summit because of North Korea’s “tremendous anger and open hostility.” Moon urged direct talks between Trump and Kim.

Many expected a belligerent North Korean response to Trump’s comments, but Kim, the North Korean vice foreign minister, said Pyongyang’s “objective and resolve to do our best for the sake of peace and stability of the Korean Peninsula and all humankind remain unchanged.” Kim called Trump’s decision “unexpected” and “very regrettable,” and said the cancellation of the talks shows “how grave the status of historically deep-rooted hostile North Korea-U.S. relations is and how urgently a summit should be realized to improve ties.”

While the statement may keep the possibility of a summit alive, there were also hints in North Korea’s statement that Pyongyang was willing to walk away.

Kim said the United States is at fault for what Trump described as North Korea’s “hostility,” saying that Pyongyang was responding to “excessive” US comments pressuring the country to “unilaterally discard” its nuclear weapons ahead of the summit.

Kim said North Korea had “highly rated” Trump’s efforts to set up a summit between the countries, something previous US presidents were unwilling to do. But Trump’s move to cancel the summit has forced the North to “rethink whether the efforts we have so far put in and the new path we have taken is the right choice.”

Earlier Friday afternoon, Kim Jong Un had one of his top aides hand deliver a letter to President Trump at the White House. The aide – the highest-ranking official to visit in 18 years – arrived Friday afternoon around 1:15 p.m. EST.

The letter was described as rather simple and is said to express North Korea’s interest in meeting with the U.S. without having to make significant concessions.

One of the highest-ranking North Korean officials, Kim Yong Chol, met twice this week with Secretary of State Mike Pompeo in New York City to discuss a potential upcoming summit between the two nations that would aim to tackle denuclearizing the Korean Peninsula.

Trump canceled the previously scheduled summit on June 12 in Singapore. While no new date had been set at the time, Pompeo spoke positively this week about his meetings with Chol.

“Substantive talks with the team from #NorthKorea. We discussed our priorities for the potential summit between our leaders,” Pompeo tweeted Thursday.

Pompeo had a working dinner with Chol on Wednesday night after he arrived in New York, and the two met again on Thursday. Vice Chairman Kim Young Chol, a four-star general, is the highest-ranking North Korean official to visit the U.S. since 2000.

The Secretary of State also met with President Trump this week, and there were meetings between U.S. and North Korean officials taking place in the Demilitarized Zone on the Korean Peninsula, as well, all in an international effort to try and save the historic summit between the two nations.

Pompeo on Thursday tweeted that the potential summit “presents … a great opportunity to achieve security and economic prosperity.”

Any feedback from officials regarding North Korea-U.S. meetings this week has been positive, but mum is the word on whether or not a summit will actually take place.

On Thursday, the President tweeted: “Very good meetings with North Korea.”

The goal of a summit between North Korean and the U.S. would be complete and verifiable denuclearization of the Korean Peninsula, officials have said.

There is no confirmation, but there is speculation that the previously scheduled June 12 summit between Trump and Kim could be back on the table, or that a meeting could take place on a different date.

The President in May both announced and later canceled the June 12 summit with Kim Jong Un in Singapore. Since then, there has been some international back-and-forth about meetings and now, possibly bringing the summit back on the table.

“We have put a great team together for our talks with North Korea. Meetings are currently taking place concerning Summit, and more. Kim Young Chol, the Vice Chairman of North Korea, heading now to New York. Solid response to my letter, thank you,” the President recently tweeted, referring to the letter he sent in May telling Kim Jong Un that he was cancelling the Singapore summit.

Trump in May said he was canceling the anticipated summit over new hostilities North Korea had expressed through its state media.

North Korea shortly after issued a statement and said it still wanted to resolve issues with the United States, the state-run news agency KCNA had reported.

Then, over the weekend, there was a surprise meeting between North and South Korean officials, which was reportedly requested by Kim Jong Un, to discuss reviving the summit.

North Korea had itself twice threatened to cancel the upcoming summit, most recently when it threatened to cancel if the United States keeps up “evil acts.”

North Korea first threatened to cancel the much-anticipated summit with the United States after it had cancelled high-level meetings with South Korea earlier in May, because South Korea and the U.S. conducted military exercises. North Korea views such military drills as practice for invasion of its country.

South Korea asked not to participate in the military drills, and the U.S. later cancelled a planned military exercise earlier this month with B-52 bombers and South Korean planes over South Korea’s worries that the exercise could jeopardize the upcoming U.S.-North Korea summit.

In May, North Korea also claimed it had dismantled and destroyed its only known nuclear testing site, which was witnessed by international journalists, including Americans.

This all came just days after North Korea released three American detainees to Secretary of State Mike Pompeo on his second visit to the isolated regime in weeks, and after President Trump first announced that the highly anticipated summit with Kim Jong Un would be held in Singapore on June 12.

Trump and Kim arrive in Singapore for summit

President Trump and North Korean leader Kim Jong Un arrived in Singapore Sunday in advance of their Tuesday summit. Both were greeted at the airport by Singapore's Foreign Minister Vivian Balakrishnan, and Kim met with Singapore's Prime Minister Lee Hsien Loong, who will speak with Trump Monday. Trump traveled on Air Force One from the G7 meeting in Canada, while Kim arrived via an Air China plane. Negotiations will be held at the Capella Hotel on Sentosa Island. Trump said Saturday the talks are a "one-time shot" for Kim, and he "won't have that opportunity again."

Try to imagine, if you will, the scene when President Trump and North Korean leader Kim Jong Un sit down to negotiate, with just a few aides and a couple of translators in the room. The president, we can be sure, will be brimming with confidence, as is his wont.

-No second-rate tyrant is going to get the better of him.

None of us can really predict how the meeting will go. But I have a pretty good idea of what will happen afterward. Trump will walk to the cameras and declare victory. We have a deal, he'll proclaim. Nobody thought it could happen. Nobody could do it but me. You're welcome.

And when he's asked for details, Trump will say that it's a fantastic deal, a tremendous deal, a better deal than anyone thought possible. Then he'll say some things about what North Korea has committed to do, which we'll quickly discover are completely wrong. It will turn out that Kim has agreed only to some very modest steps, like extending his moratorium on further nuclear testing, or shutting down some facilities he doesn't need anyway. But his nuclear weapons? He'll be keeping those.

Damn, this guy was dead-on with this one. But then again, narcissists are predictably narcissistic !!!

New satellite images and intelligence gathered by the United States point toward North Korea constructing one or two liquid-fueled intercontinental ballistic missiles, officials with knowledge of the matter told The Washington Post. The photos are of a research facility on the outskirts of Pyongyang, the same place where North Korea produced its first ICBMs, capable of striking the United States. The new intelligence doesn't show that North Korea is expanding its nuclear capabilities, but is evidence they are still working on weapons following North Korean leader Kim Jong Un's June summit with President Trump.

Pyongyang has been pushing ahead with its ballistic missile program at 16 hidden bases, according to a new report from the Beyond Parallel program at the Center for Strategic and International Studies.

The news comes despite President Trump's assertion that North Korea has halted its nuclear missile program during denuclearization talks. The bases, discovered in images from commercial satellites, suggest North Korea has been deceptively offering to dismantle one major launch site in the future while continuing to build up its nuclear and conventional missile program.

Pyongyang has an estimated 40 to 60 nuclear warheads, and weapons experts say it continues to make materials to build new warheads.

North Korea said Thursday that it will never give up its nuclear weapons unless the U.S. agrees to Pyongyang's definition of "denuclearization." This would include the U.S. taking South Korea and probably Japan out from under its nuclear umbrella, and also removing America's 28,500 troops from South Korea. President Trump and North Korean leader Kim Jong Un agreed to work toward "complete denuclearization" at a June summit, but "the United States must now recognize the accurate meaning of the denuclearization of the Korean Peninsula, and especially, must study geography," North Korea's official news agency said in a statement. The statement is seen as a sign that Pyongyang isn't interested in giving up its nuclear weapons for just sanctions relief and security guarantees.

Trump and Kim "had very good and constructive meetings," the White House said in a statement. "No agreement was reached at this time, but their respective teams look forward to meeting in the future." In a press conference Thursday afternoon, Trump said the North Koreans "wanted the sanctions lifted in their entirety," but wouldn't agree to enough on denuclearization. He said there is no third summit with Kim in the works, but said this one ended on a friendly note. "Sometimes you have to walk," he said. But "it was a very friendly walk."

North Korea has test-fired a "new tactical guided weapon," the state-run news agency KCNA announced Wednesday. The test was directed by North Korean leader Kim Jong Un, who declared that "the development and completion of this weapons system will be a great historic event in strengthening the combat capability of the People's Army," KCNA said. The news agency did not elaborate on the type of weapon that was tested or its possible range. Department of Defense officials told CNN that the U.S. Northern Command and Strategic Command did not detect any missile launch. North Korea held its last tactical weapons test in November.
