You must not have watched him in college or ever scouted him, because no one was saying he couldn't shoot coming out of Washington. He shot like 40% from 3 in college and like 48% from the floor. He could have been a better spot-up shooter, but he was killing cats with his little step-back J.
If you go back and look at his old draft profiles there are several times he's listed PG/SG and most of his player comparisons were either a more athletic J. Harden or a better shooting D. Wade. I even heard Bradley Beal and Gilbert Arenas... none of those dudes were pure 1's...
One reason he was thought to be the best guard in the draft was because of his versatility to play both 1 and 2.

Most scouting reports say consistency in his spot up shooting is what he needs to work on.
I think he's gonna be a solid pro. When I watched him in college he was a guy who dominated the Ball and shot solid in that role.
I see SIMMONS as more of a 3 like Lebron who can dominate the Ball.
