From the Wakandan lore...they knew. No maybes or anything else. In fact, they were more likely than not to have killed anyone (African's from other nations included) if they tried to get into Wakanda. At best, if it were someone escaping and running to them for protection, they would've been kept in a hut or safe space on the fringe of their territory or in a bordering nation and then released. At worst, Wakanda was the type of nation to kill EVERYONE but leave one person alive to tell others what happens when you try to get in/mess with/invade Wakanda. Dope as it was, if you weren't Wakandan, you were an outsider...plain and simple. Hell, even in the movie...
