I don't think that's true. In fact, I've seen a number of examples to the opposite. One would be the groups Cease Fire and the Violence Interrupters in Chicago. They are ACTIVELY and successfully involved in pre-emptive gang violence prevention. A number of their leaders are ex-offenders and all are ex-gang members. When you are out there not just talking but doing the work and your community sees the results, that makes the difference.
