Interested enough, I was reading about this fire and the attribute much of the rapid spread of fire due to the rain northern cali received.
The rain cause the vegetation to grown like it should, but the 5 month drought of no rain causes all the grass and brush to be extremely dry. Add the dry air, warm temps, and strong winds with the dry vegation being fuel to the fire; you have an out of control wild fire.

When I left for work on Monday (I live in Hayward) I thought the hills were on fire. Found out my aunt lost her house, along with everyone else in the subdivision.
