Kidnapping is generally a state offense unless you move the person across state line, then it's federal.

cool. yeah i was lucky this idiot paid on their policy at least. i think they intentionally smashed it in an effort to ditch it by trying to collect the insurance payout on it but found out they couldn't because it wasn't titled to them. the insurance company told me the payout had been waiting since march.

i have them obtain full coverage insurance and an sr-22 on the car. i found out from this i was doing it wrong. i have to have them get an sr-22 and i keep the full coverage insurance myself.
they were able to file a claim because the policy is in their name but couldn't get paid off of it because the title is not in their name.
