Here's the deal: as with any large city, there are problems with some schools and there is crime. Trump said that the district was "falling apart in horrible shape and crime infested", and that is simply not the case.

It's not about his target audience, as you said, they already know who they are rolling with. All this is doing is giving them encouragement & a sense of accomplishment that they chose the "right person for the job".
