That's my point--Davos had to know why he was being sent off. He knew Stannis and Melisandre were desperate, and he knew they needed and were willing to use royal blood for sacrifice (Gendry). If I recall correctly, Davos practically begged Stannis to let him take Shireen to Castle Black with him.

The problem with Tom was that he is actually a good impressionable kid and wasn't fit to rule at that age. He didn't even know he was in the game, but everyone around him knew and they were playing him for their advantage.
