It's all an act... Grand Maester Pycelle tries keep a 'low profile' while remaining as an important 'decision maker' behind the scenes, where he has some power... But not too much.

People with 'too much' power are prime targets in Kings Landing. Someone is always trying to kill them. Or overthrow them.

By acting like an old, semi-senile man... He stays out of the 'line of fire'... But still enjoys all the 'perks' of the ruling class.

I believe it was a ruse he used to stay empowered and somewhat important.

He had the rank of maester and the privilege and prestige that went with it but its a false premise. In the books its hinted that the maesters were against magic and pretty much shitted on all the evidence that it exist. They were possibly the reasons the dragons started to die off. All to prop up themselves and there self importance.

I think we saw a glimpse into the ass backwards way the citadel operates with sam's arrival. I'll bet (much to Largebills chagrin) a lot of next season will deal with the maesters at the citadel.
