Yo, what's up with CACs snd Rats?

Been in Crown Heights for years , back when it was bad ass and gangsta as fuck, but rarely if ever saw rats. The other day I walked down park place at night and there was at least 10 rats running all over..
Are those CACs feeding them cheese or something?

Nah I was raised in Crown Heights and I never seen rats running in the streets like this, back then when it was supposed to be bad I may see one every five years, but when I walked down Park pl I saw five all at once...
