Why would the state care about this issue?
the state only cares that the kid is taken care of... but doesn't care as long as the money comes in to be distributed.
but they should/could make sure biological fathers are taking care of their kids... instead of garnishing the wages of someone who doesn't KNOW he's not the father.

Since states receive federal funds based on the number of paying cases they have on the books, they are not going to voluntarily shut down their gravy train. Add in the push back from women through various avenues and you have your answer.

I don't think testing should MANDATORY but it should be mandatory to make the father AWARE of the OPTION to test along with any other routine administrative issues and things the parents have to deal with during birthing at the hosp.
The father should be pulled aside discreetly at made aware of his option.
