Once you have a potential suspect in sight and the word is given to apprehend the subject before you even "approach the suspect you have to have your badge visibly show in plain sight where it identifies you as a police officer"

3. They don't respect the above because they assume
A. They don't know their rights

The James Blake situation was just discussed on Highly Questionable, and they did bring up race, especially Bomani Jones. He said that the NYPD claims that the guy they were looking for looks like he could be an identical twin of James Blake. Jones said he wants to see a picture of the suspect, because he feels he probably looks closer to James Brown than James Blake.
