The other day, a group of us were carpooling back to Manhattan following The MMQB’s annual retreat. We got to debating Colin Kaepernick and where he ranks in the NFL quarterback hierarchy. That led to conversation about every starting quarterback’s spot on the list. Such palaver tends to happen when NFL geeks are enclosed in a confined space for several hours.

Instead of sharing everyone’s thoughtful points and counterpoints from that drive, I’ve taken the petty liberty of divulging only my opinions in the below rankings. If Peter King, Robert Klemko, Emily Kaplan or executive editor (and official MMQB retreat driver) Mark Mravic want to share their opinions and rankings, they can make their own lists and pass it off as a column. It’s early-July NFL analysis at its finest. Here we go.

(The list is based off projected starting quarterbacks for 2015.)
32. Matt Cassel, Bills

Put EJ Manuel or Tyrod Taylor here if you want. Whatever—you get the idea.
31. Robert Griffin III, Washington

His mobility is not what it once was. That’s an issue, as he has mountains to climb to improve his mechanics and field-reading.

30. Marcus Mariota, Titans

Has there ever been so much mystery around a quarterback drafted in the top five? Nobody knows whether his style will flourish or flounder at the pro level.

29. Josh McCown, Browns

Better athlete than appears and he has the ability to play big in the pocket. Problem is, he’s only shown it as a backup fill-in, not a starter leading the offense.

28. Brian Hoyer, Texans

Plays well on the move. But appears to be one of those guys defenses figure out the more they see of him on tape.

27. Geno Smith, Jets

Bad decision-making has been his undoing. That can be corrected. And if it is, he has the pocket toughness to be a top-16 starting quarterback.

26. Jameis Winston, Buccaneers

He’s TBD, of course. But the necessary skills appear to be there.

25. Blake Bortles, Jaguars

Much better athlete than we realize. Very possible he jumps 10 or more spots on this list in 2016.

24. Nick Foles, Rams

Has no special traits and can be too methodical at times. But that doesn’t mean he can’t oversee a ball control offense like St. Louis.

23. Teddy Bridgewater, Vikings

Was tightly managed last season before showing extremely encouraging signs down the stretch. The Vikings think they have their guy. Loosen the leash and let’s find out.

22. Sam Bradford, Eagles

He’s almost impossible to critique given his injury woes. But if healthy (huge if) he’s a snappy, accurate passer fit for a spread scheme.

21. Colin Kaepernick, 49ers

Raw tools are startling, but so are a lot of his decisions. There are also mechanical flaws.

20. Andy Dalton, Bengals

Outstanding before the snap but can be a total crapshoot after it.
19. Derek Carr, Raiders

Have to see how he does with the training wheels off, but skill-wise, it appears the Raiders have finally (finally!) found their franchise QB.

18. Alex Smith, Chiefs

Underrated mobility adds a dimension to a QB who operates under defined reads and who attempts safe throws almost exclusively.

17. Jay Cutler, Bears

Mistakes and leadership are problems, but there’s nothing a coach can’t ask him to do on the field.

16. Cam Newton, Panthers

A rare physical specimen who can make the “Wow!” throw. Unfortunately, it’s not always a good “Wow!”

15. Ryan Tannehill, Dolphins

An underappreciated athlete and good pure passer who has progressed every year in his career.

14. Carson Palmer, Cardinals

Could be lethal in Year 3 under Bruce Arians, especially given the personnel improvements around him.

13. Matthew Stafford, Lions

Owner of the best raw arm in the game, and he became more disciplined last season.

12. Russell Wilson, Seahawks

Possesses unique skills that defensive coordinators hate to scheme against. But also has limitations that an offensive coordinator has to scheme around. Having Marshawn Lynch and a legendary defense makes that easier.

11. Eli Manning, Giants

Certified field general with the willingness and ability to spot tight windows and thread the ball through.

10. Tony Romo, Cowboys

Playing behind the league’s best O-line has allowed him to polish many areas of his once inconsistent game.

9. Matt Ryan, Falcons

Newfound ability to play on the move could catapult him higher on this list, especially in Kyle Shanahan’s system.

8. Joe Flacco, Ravens

Maybe the strongest arm in the NFL (yes, arm strength matters), and he’s used it aptly in multiple schemes in recent years. It’s still incredible how little talk there is about his 2012 playoff run, which is probably the best ever.

7. Drew Brees, Saints

Physical skills are starting to wane, but being arguably the top pure progression passer in the league can obscure that.

6. Philip Rivers, Chargers

Outstanding on three-step, five-step and seven-step dropbacks. There’s little more a coach could ask for.

5. Ben Roethlisberger, Steelers

Has evolved from a randomized, talent-based quarterback to a fully cerebral field general. And the talent’s still there.

4. Peyton Manning, Broncos

Don’t let back-to-back ugly postseason losses (Colts last year, Seahawks the year before) overshadow back-to-back seasons of daunting statistics. Arm strength has never been his game; field command, fundamentals and IQ have. Those are all still fully intact.

3. Andrew Luck, Colts

Has a chance to one day reach the All-Time Mt. Rushmore, right up there with Brady, Montana and whoever else you have. Right now, he’s already the best play-extending pocket passer in the game, by far.

2. Aaron Rodgers, Packers

The most physically gifted passer in the league can also beat you with his brain.

1. Tom Brady, Patriots

No player of this era has done more with less. Talk to coaches around the league and they’ll tell you that however much command you think Brady has over that offense, triple it, and that’s about the actual amount.

Cam, Russ and Romo better than all 3 of them niggas. They dick rode Luck the minute he stepped in the league so I expected it but damn. Russ got 2 Super Bowl Appearances in the same time frame and he ain't better than Eli Fucking Manning?

Then his hoe ass retired to get cut or traded. The respect he gets is insane.

Not really concerned with who's "the best," personally I'd take Rodgers, Wilson, and the rapist top three. But I'm watching who's going to fall off this year. A lot of mediocrity and old heads up there and it's going to show. *cantwait.:)

How can you watch Luck play and not see how great he has the potential to be? CAC or what other CAC's say about him aside....dude has allllll the tools! He can do it all and in another couple years will be the best QB in the game. Currently, I think it's Rodgers.

I'm a Ravens and not to many Ravens fans have been harder on Flacco than me but to act like the guy is just trash is ridiculous. Have you seen how he plays in the playoffs? Yes, he can look pedestrian in the regular season but how many QB's are you gonna choose over him for a tough, road playoff game in NE or Pitt?

Dude is a winner. Period. And, if he was a Black QB with the same resume, you guys would love him too. For instance, look at Russell Wilson's regular season numbers. They're not that great but like Flacco....he performs really well in the playoffs.

Andrew Luck is the most overrated QB in the league, post his career playoff stats. More INTs than TDs.

But his anointing as the next Manning before he even threw one pro pass and after every failure no matter big or small to still be caped up at every turn is the issue.

If you think his QB list is terrible, his team power ranking is even worse...

1. Baltimore (10-6). Why? I trust John Harbaugh to find answers in a league devoid of a truly great team. I trust the running game to take pressure off Joe Flacco until he develops chemistry with new receivers, and I trust Dean Pees to replace Haloti Ngata with a combination platter of front-seven changeups. This is a battle-tested team that had two 14-point playoff leads in Foxboro last January. I just think the Ravens will find a way.

2. Seattle (12-4). The addition of Jimmy Graham means so much. He could mean a third straight Super Bowl trip. There’s little reason to doubt Seattle, except the loss of some key defensive pieces, including coordinator Dan Quinn. But it’s hard to stay on top in the NFL for even three years.

3. Green Bay (12-4). The secondary worries me, as does the pass rush. The Pack’s a trendy pick to get to the Super Bowl, and it wouldn’t surprise me, but a lot will have to go right on defense for that to happen.

4. Kansas City (9-7). Two things must happen: making Justin Houston contractually happy and finding some answers in the passing game. I like most everything else about the Chiefs’ ability to play in January.

5. New England (12-4). I don’t care if Damon Huard plays the first four games. Pats will win 11. Or more.

6. Minnesota (7-9). This is reliant on so many things. Adrian Peterson showing up number one. But finding a consistent pass-rush is key too, as is the continued maturity of Teddy Bridgewater. I pick the Vikes here because if you ask me for one rising team if two or three vital things go right, I’m picking Minnesota.

7. Philadelphia (10-6). Mike Trout says: In Chip We Trust. For the Eagles to be seventh in the NFL, he’s going to have to say: In Sam Bradford We Trust.

8. Pittsburgh (11-5). Like Antonio Brown a lot. Like Ben Roethlisberger a lot. But this faith is subject heavily to the ascension of Keith Butler to defensive coordinator after 16 seasons as a defensive assistant below the coordinator level. Mike Tomlin is putting tremendous faith in Butler, who replaces Hall of Famer Dick LeBeau, to be a breath of fresh and productive air. Risky move, and early returns are good. But early returns come in shorts and T-shirts on the South Side of Pittsburgh, not on a cruel Thursday night in Foxboro.

9. Denver (12-4). The Ryan Clady injury shows what a house of cards this offensive line was. (Of course, any team can say losing the left tackle is a crippler, and it is.) But when your quarterback is 39 and cannot roll out and escape the rush, it’s triply important.

10. Arizona (11-5). Maybe the most intriguing team in football. If Carson Palmer stays healthy and productive, the Cards can fight Seattle until Week 17. But we all know Carson Palmer’s health is one of the biggest ifs in the NFL.

11. Indianapolis (11-5). Best team in the AFC South, which isn’t saying much. Still have no clue how the Colts will stop the best offenses in football. I bet Chuck Pagano doesn’t know either.

12. Cincinnati (10-5-1). The running game, and the offensive line, should be enough to make up for Andy Dalton if he struggles. But I don’t think a team can be great unless its quarterback is close to great.

13. Dallas (12-4). I keep reading how many great pieces the Cowboys have added to their defense. I don’t see it. But they’re going to win a bunch of 33-27 games, so there’s hope.

14. New Orleans (7-9). Josh Hill, it’s time for your closeup. Drew Brees needs a power tight end with red-zone chops, and you’re it. Or you’d better be.

15. San Diego (9-7). I feel this way every recent June about the Chargers: They will not go 6-10. But they could go 11-5 or 8-8 and it would not surprise me. The insecurity of the franchise will not help.

16. Miami (8-8). Dolphins win second in the AFC East, which is an accomplishment. But I wonder if Stephen Ross will think 9-7 and being out of the playoffs is really such a swell year?
17. Detroit (11-5). I don’t trust that the Lions have done enough to bolter a defense made thin by the loss of its best position group, defensive tackle.

18. Buffalo (9-7). Who wouldn’t love to see Rex Ryan playing important football games in January? But if he’s going to do that, it means that Matt Cassel, or EJ Manuel, or even Tyrod Taylor, is going to have to be playing important football games in January.

19. St. Louis (6-10). If Nick Foles is really good, the Rams will win 11. If he’s average, they’ll win eight. You see which way I’m leaning.

20. Carolina (7-8-1). Giant question marks at both tackle spots and an offense that can’t afford to lose its quarterback. Still love the defense, but did the offense improve enough?

21. Atlanta (6-10). What does new coach Dan Quinn have in store on defense? The pass rush is a question mark coming into the season. And new offensive coordinator Kyle Shanahan needs to find a starting running back and new No. 3 receiver.

22. New York Giants (6-10). Tell me Eli Manning stays protected, and tell me the second act of Steve Spagnuolo can come close to matching the first, and I’ll have more faith in the Giants to be a playoff team.

23. Chicago (5-11). They blew it with Ray McDonald, and I just don’t see that defense improving. And relying on a Jay Cutler-led offense to over-produce is not a sound strategy.

24. New York Jets (4-12). Love the front seven. Love the new coach. Don’t love much about the offense.

25. Washington (4-12). I’d love to muster up enthusiasm for Jay Gruden, a good man and a good coach. But I can’t get his RGIII negativity out of my head from last season. Only Robert Griffin III can do that—for both of us.

26. San Francisco (8-8). A hurricane’s coming for Jim Tomsula. It’s one thing to know that—and he does know it. It’s another thing to deal with it and find a solution when September comes.

27. Cleveland (7-9). I don’t hate the Browns, at all. I’m just tired of having June faith in them.

28. Houston (9-7). Actually, HBO’s “Hard Knocks” will be a good thing for Houston coach Bill O’Brien. I’ve never been one to think the show is some huge distraction. With a bunch of young kids trying to prove themselves, and an interesting but anonymous quarterback battle, I think the show will be good TV, and good for the Texans in learning to deal with the spotlight early.

29. Tampa Bay (2-14). Jameis Winston will get thrown to the wolves without a good offensive line, and the Bucs also lack a running back. It won’t help having two studs at receiver if Winston doesn’t have time to find them.

30. Jacksonville (3-13). This ranking comes from not trusting Blake Bortles—yet—and not trusting a pass rush dealt a horrible blow with the Dante Fowler injury an hour into his NFL career.

31. Oakland (3-13). It’s not that I don’t trust Derek Carr. It’s that I don’t trust Derek Carr’s health after what I’ve read about the problems with a finger on his throwing hand. That plus the fact that the Raiders have a boatload of existing holes that Jack Del Rio has to address this summer.

32. Tennessee (2-14). I love the Marcus Mariota pick. I don’t love the supporting cast, and he’s not a guy who’s going to be great day one. Or day 24.
