Shouldn’t Black Leaders Ask How Immigration Reform Affects Black Unemployment?

Until they do, they’ll be out of step with many of the constituents they claim to represent.

How might President Barack Obama's pending executive order on immigration affect black unemployment? And isn't that a question black leaders should be asking right now?

Even if you're pro-immigration reform, the answer should be a full-throated and resounding, "Yes."

Obama's executive order will allow more than 4 million noncitizens previously here without immigration status to obtain work authorization. Meanwhile, though, the black unemployment rate is almost double the national average.

Last month it was 10.9 percent, while the unemployment rate overall was 5.8 percent.

Quite a few black leaders have situated the issue of immigration reform within the broader civil rights struggle, calling it "a defining civil and human rights issue of our time," and saying, "we know that the nation's immigration system is broken and that the status quo does not serve our economic or long-term interests," as Wade Henderson, president of the Leadership Conference on Civil and Human Rights, argued last year.

But it's perplexing to hear immigration reform described by those in the civil rights community as serving "our economic or long-term interests" before we've had a full-throated discussion about its impact on black employment. The Black Alliance for Just Immigration's Opal Tometi argued Sunday in The Root that undocumented immigrants don't compete with African Americans for jobs, but is she sure?

Advocates are skipping over a difficult discussion about whether African Americans would be competing for the same blue-collar jobs many immigrants are likely to be vying for. Why?

The fact is that immigration activists are lobbying harder on behalf of their constituencies—and their efforts have been more effective—than any black civil rights group has been with respect to the issues and priorities of the black communities that they represent.

Obama's executive action, announced Thursday, is the second federal directive immigration activists have won. Recall that in 2012, the president issued an order, known as Deferred Action for Childhood Arrivals, or DACA, that halted deportations for undocumented immigrants who entered the U.S. as children if they applied for a deferral—and more than 500,000 people did. There wasn't much comment from black leaders in 2012, either.

And in this moment, you have to wonder who black civil rights organizations are fighting for if they're willing to avoid addressing the core issue of black unemployment as it pertains to immigration reform.

Black civil rights organizations have access to the Obama administration, but instead of a continued focus on issues such as black unemployment and how immigration may or may not have an impact, we see NAACP's president tweet:

Rep. Bennie Thompson, a Congressional Black Caucus member and the senior Democrat on the House Homeland Security Committee, stated that the president's executive order "will help bring millions out of the shadows so they can more fully contribute to our nation and our economy."

"The executive action by the president is a huge step forward for the civil and human rights movement," said the Rev. Al Sharpton in a statement regarding the president's speech Thursday. "This is a constructive way to deal with a human problem in which everyone wins."

But in a supply-and-demand economy with stagnant wages, does everybody win? The fact that there was no mention of black unemployment in any of the statements from civil rights leaders on the president's executive action makes it appear as if black leaders have given up on the issue, assuming that black unemployment will "always be high" because "it's always been high." Either that, or they're focused on other priorities. But jobs in the black community remain the No. 1 issue because it is so obviously linked to economic prosperity.

Consider a recent article on Chicago's black jobless rate by the Atlanta Black Star's Thomas Scott, who highlighted that "an alarming 25 percent of black residents in Chicago are jobless, making it the fifth-highest in that dubious category among the nation's most populated cities."

If you pay attention to discussions going on in black communities, it's clear that this is on people's minds.

So while many civil rights groups appear to be on automatic pilot in their support for immigration reform, they may be out of step with many of the people they say they represent.

Perhaps soon, civil rights leaders will publicly address what the overall effect of granting 5 million more noncitizens the right to work might be on black unemployment.

So far, they haven't.

Illegal immigrants could receive Social Security, Medicare under Obama action

Under President Obama’s new program to protect millions of illegal immigrants from deportation, many of those affected will be eligible to receive Social Security, Medicare and a wide array of other federal benefits, a White House official said Tuesday.

In his speech Thursday night, the president touted his plan as a means of bringing accountability to a broken immigration system, under which 11 million or more people are estimated to be living in this country illegally.

“We’re going to offer the following deal: If you’ve with been in America more than five years. If you have children who are American citizens or [legal] residents. If you register, pass a criminal background check and you’re willing to pay your fair share of taxes, you’ll be able to apply to stay in this country temporarily without fear of deportation,” he said. “You can come out of the shadows and get right with the law.”

For those who work, that includes payroll taxes, also known as FICA taxes, because they are collected under the Federal Insurance Contributions Act.

The tax payments are usually split between employer and employee and include 12.4 percent collected to pay for Social Security, as well as 2.9 percent to pay for Medicare.

Federal law says that people who pay the taxes and are deemed “lawfully present in the United States” can collect benefits under those programs when they become eligible. They may also receive survivor and disability benefits.

“If they pay in, they can draw,” White House spokesman Shawn Turner said by e-mail.

Turner noted, however, that the estimated 5 million immigrants granted protection from deportation will not be eligible for other federal benefits such as student financial aid, food stamps or housing subsidies. Nor are they eligible to purchase health insurance through the federal health-care exchange under the Affordable Care Act.

Republicans said Tuesday that they were surprised that illegal immigrants covered by the president’s executive action would be in line to someday receive benefits under Social Security and Medicare, which are the cornerstones of government-provided economic security for elderly Americans.

“First with Obamacare we were told we should pass it and then read it to find out what was in it,” Republican National Committee spokeswoman Kirsten Kukowski said by e-mail. “Now Obama overreached and acted unilaterally on immigration, which should have been vetted and authorized by Congress, and we’re finding out there’s more to the story than Obama and the Democrats originally told Americans.”

Illegal immigrants who register and meet the requirements set out by Obama will be allowed to remain in the United States without fear of deportation for three years at a time. Theoretically, his action could be overturned by future presidents, but withdrawing such arrangements would be difficult politically.

Social Security benefits are based on how much individuals earned during their working careers. This year, more than 59 million people are being paid about $863 billion through the program, with average monthly checks of $1,294 for retirees, $1,146 for disabled workers and $1,244 for survivors.


It is unclear what effect adding millions of immigrants to the Social Security and Medicare systems would have on the two programs, said Robert Shapiro, who was an adviser to President Bill Clinton and now runs an economic consulting firm.

In the short run, he said, it could help the programs’ balance sheets because so many immigrants are still young and would not be drawing benefits.

“The great thing about immigrants, with respect to entitlements, is you get the young worker and you don’t get the young person’s parents,” Shapiro said.

But over the longer haul, he added, they are likely to draw more out of the system than they contribute — as is the case with nearly every Medicare recipient and with many Social Security recipients who worked low-paying jobs.

Much like black folks wanted the war on drugs(took decades for 'leaders' to figure out how that was meant to screw us over), folks are falling for supporting illegal immigrants. Didn't take long for those Italians and Jews to blend in. Doesn't take long for East Indians, Asians, and Arabs to learn to step on us.

We'll see how this plays in the coming decades as the power of the black vote becomes weakened by brown. Cats don't need to watch Sons of Anarchy to figure out how fragile shit is between black and brown.

True, but it's going to get worse. It's bad enough we seem ton only turn out to vote if it's some rock star shit, but our 'leaders' are always 2 steps behind strategy wise. They won't realize how supporting illegal immigration weakened our position until 40 years from now. :smh:

WASHINGTON—Illinois Congressman Luis Gutierrez told The Daily Caller Friday that he didn’t know that illegal immigrants are eligible for tax refunds — even if they haven’t paid taxes.

IRS Commissioner John Koskinen told members of Congress Wednesday that illegal immigrants who did not pay taxes will be able to claim back-refunds once they are issued social security numbers.

“I know nothing of the sort,” Gutierrez snapped at a Daily Caller reporter when asked about Koskinen’s testimony.

“Of course it would be like you to raise that sort of question,” the Democrat continued. “Why don’t you ask the commissioner of the IRS?”

The commissioner, of course, had already been asked about it.

“Under the new program,” Koskinen told members of the House oversight committee Wednesday, “if you get a Social Security number and you work, you’ll be eligible to apply for the Earned Income Tax Credit.”

“You will get an amount depending on your situation,” Koskinen added. “If you are an individual working and applying for the Earned Income Tax Credit, the maximum you can get is in the range of 500 to 600 dollars.”

However, according to the IRS’ own website, a filer can receive a check up to $6,143 when they have “three or more qualifying children.”

When asked whether the tax credit program was only eligible to illegal immigrants who has previously filed tax returns, Koskinen conceded that those who haven’t filed before could still be eligible for back-credits.

“It turns out there was a lack of clarity about that,” Koskinen said. “If you get a social security number, you can then file for this year if you’re working and if you earned income in the 3 years you were working before that and filed you’ll be eligible.”

“If you did not file, you’ll have to file a return and you’ll have to file to demonstrate with the same information anybody else would that you actually earned income and were therefore eligible. That’s on the assumption that you would get the earned income tax credit automatically whether you were working or not.”

Despite Koskinen’s widely publicized remarks, Gutierrez seemed blindsided Friday when asked about the commissioner’s statements.

“I knew you were going to bring something negative up,” Gutierrez whined during the press conference. “It doesn’t matter what I say. You will turn it against all of us here at this caucus. You know it.”

Koskinen also said Wednesday that the White House never asked him or any other IRS official about the tax impact of Obama’s executive action on immigration.

“I haven’t talked to the White House about this at all,” he said.

I once had a Mexican friend. He was a middle class civil servant from Daly City who was a staunch republican. When I asked why he told me how his dad was an illegal who was given amnesty by Ronald Reagan.

Now we have a black democratic president who's about to do the same thing.

Not only will this secure the brown vote for decades, it will give every black person the chance to look a racist Mexican deep in the eye and say "without my people you and your family would be starving in a third world shit hole right now" and end any further problem.

This is the real reason the republicans are trying to stop this plan.
