Look up Digital Angel. They started out by proposing a means of monitoring sex offenders and people with pacemakers. They saved themselves from penny stock status by embedding Mexican officials with chips so they don't get kidnapped. They plunged again when an arm was found with a chip and no body. The setback didn't stop people from signing up and credit card companies researching their transdermal technique.
