This one about a member of Congress can only be filed under “awkward.”

Rep. Curt Clawson, R-Fla., apparently mistook two senior American officials who are of South Asian descent as representing the Indian government, according to a Foreign Policy report published Friday.

The story includes video from Thursday’s House Foreign Affairs subcommittee hearing on U.S.-India relations, in which Clawson refers to “your capital” and “your government” as he addresses Nisha Biswal, an assistant secretary at the State Department, and Arun Kumar, an assistant secretary at the Commerce Department.

At one point, Clawson asks the witnesses for their help in opening up Indian markets to U.S. companies that want to sell their goods overseas. He said:

Just as your capital is welcome here to produce good-paying jobs in the U.S., I’d like our capital to be welcome there. I ask cooperation and commitment and priority from your government in so doing. Can I have that?
Biswal, whose work for the U.S. government has included stints at the U.S. Agency for International Development and two House committees, responded and made clear she was representing the U.S. government.

“I think your question is to the Indian government,” she is quoted as saying. “We certainly share your sentiment, and we certainly will advocate that on behalf of the U.S.”

Clawson won a special election last month to replace Trey Radel, who resigned following a cocaine bust. The political novice, who was a businessman and college basketball player before running for office, apologized in a statement sent to our Gannett colleague, Ledyard King.

“I made a mistake in speaking before being fully briefed and I apologize. I’m a quick study, but in this case I shot an air ball,” Clawson said.
