When Google decided to make changes to Voice, they did so with the aim at unifying services. Part of their focus was in getting some third party apps, which they noted violated terms of service, to shut down. One of them, GrooVe IP, has announced they will be shuttering their service on May 15th, 2014.

this may also be due the fact, that Voice will integrate into Hangouts around that time.
I used to do that but I get a 3 second delay with voice

The trick I use is PdaNet+ and then tether with bluetooth. I have my Galaxy S3 setup as a hotspot and my Note 8. A tad slower but it works.
I've been using GrooveIP like this since last year, also use Spare Phone app.
But depending on your data, you can go over your data while away from wifi. Now I'm on unlimited plan so rarely use this, unless calling someone using one of my GVoice numbers. I like this cause you can call from multiple email accts from Google on the fly.

Any solutions for a Windows phone with ATT? I just tried to look up groove and its not in the store.
