According to police, Raymond Frolander, 18, is a family member of the victim, and was left in a position of custodial authority by the child's parents.

Detectives met with the victim, who told them he was playing video games in the apartment with some friends. After his friends left, the boy told police he was alone in the apartment with Frolander.

The child told investigators that Frolander asked him to sit on his lap, and not too much later, took the boy into the back room of the apartment.

According to the police report, Frolander disrobed the child, and began sexually battering the victim. While the attack was taking place, the boy says, his father walked in.

During the forensic interview with the victim, he disclosed that there was a history of past sexual abuse from Frolander. According to the victim, this abuse began at the age of 8 years old.

The defendant was treated and released from Halifax Hospital. After his release he was interviewed at the Daytona Beach Police Department by detectives.
During the recorded interview, detectives say Frolander admitted that he had a sexual relationship with the victim. According to investigators, at the conclusion of this interview Frolander stated "I'm guilty."

"When you're 8 years old, you're supposed to be out running around the street riding your bike, playing ball, playing video games," said Daytona Beach Police Chief Michael Chitwood. "Not worrying when a 15, 16, 17, 18-year-old comes near you, you know what's going to happen when he comes near you and touches you. You know what's going to happen when you're alone with him."

Chitwood said, in these types of sex cases, it’s often people who are trusted — like in the Warner Christian case, where fifth-grade teacher Matthew Graziotti was arrested on federal charges of producing and possessing child porn — that hurt children.

There is “something that’s lost that you can never get back and that’s innocence,” the chief said.

“When (the victim) sat on the 18-year-old’s lap, he knew what was next,” Chtiwood said. “The young man was in fear that if he didn’t comply, he would get hurt.”

In the 9-1-1 call the father said he stepped out of his home to get food and when he came back he knew something was not right because the house was too quiet. He walked into the room and saw Frolander and the child, he said to a dispatcher.

“He stood up and his pants were around his ankles and nothing else needed to be said,” the father told the dispatcher. “I did whatever I got a right to do except I didn’t kill him.”

That depends on the prison complex that you're locked up in.
There are some prison wardens that don't follow policy guide lines to a T relative to prisoner treatment and don't give a fuck about you once you're locked up in their facility.
Then you have some of the C.O's in these correctional facilities that are gang affiliated whom will smuggle in drugs, or set someone up and look the other way on orders from their gang leaders on the inside.
Not only does he have to watch his (no pun) ass for the other prisoners, He has to know that he's at the mercy of those C.O's that find him despicable as well.
