You can't refugee away your undesirables into other counties, ethnically cleansing you population. It is no different than what Hitler did to the Jews, it should be adopted as part of the Genocide convention. Yes the people are not in a death camp being gas to death but I think it is equivalent.

1. Ground pounding a city to the ground leaving you nothing. This can trigger mass exodus into surrounding countries. Imagine coming home to something like this, you would leave and live in Russia where it is relatively safe.

2. Killing off a small percentage of the population to instill fear, the ratio of death camps to refugees are low to mask intent. Once this ratio gets high, it become obvious to the World what you are intending to do.
3. Depriving an area of access to food and water.

When do you recognize a territory right to secede from a country?

If a country attempts to eliminate a groups culture, language, or history. They instill leadership that has ties to Neo Nazis which historically caused 27 million deaths in Russia to provoke a conflict.

The South trying to secede from the Union with the aid of another country would be a violation of U.S. sovereignty. No attempts were made to eliminate their culture. Secession was an attempt to continue violating human rights of Africans with slavery.


I know there is propaganda patrol from Israel and other countries monitoring content on the internet, I am not an expert; my main concern is modifying the Genocide convention so we are not dealing with this nonsense. We have a President openly embracing White Nationalist, to provoke secession where would be refugee out from a conflict. This is very similar to what is going on in Ukraine.

Imagine a coup of the government and this being in power. We would fall into their trap try some secession plot like the Russian Ukrainians - petition another country for military assistance. Especially, the strong matriarchy in the black community that would respond emotionally.

Without clear guidance internationally or clear definition of this as genocide, they can wage war; demolishing all our buildings and killings. This would trigger mass migration or face starvation, disease.

We need secession charter of rights, if a government egregiously fails to live up than a distinct group can splinter off without war.

If a government supports diversity, unity than groups can't just take off with secession everyday; it would be chaos. It looks like Ukrainian style type of tactics were used in U.S. You would have to show some type of persecution such as being denied representation in the government before you could petition for secession.

If we try to bring that Baltimore, Atlanta, DC, or any other city with black leadership in perpetuity at the federal level or state level. They will secede no doubt, they were on the verge after President Obama. In a city they white flight out and move their companies.
