In GTA V, they make the clips and the angles with Rockstar Editor. Then you can download the clips and put them into something like Windows Movie Maker and make a movie. They recently put the Rockstar Editor in the Xbox One/PS4 versions.

We post our movies all the time in the GTA thread, but they're just kill compilations, we haven't really delved into skits yet.
