What is a good program to compress mp3's from 320kbps to 128kbps?

Nero(wave editor) does it if u have the full version...

its impossible to do without losing quality especially if using a lossy format such as MP3, WmA or AAC.
If you want the smallest file size with the BEST sound go OGG VORBIS but you need a player for it. Cowon and Iaudio music player can play that format, and I would suggest the Media Monkey program its converts files very well
