If the community gets people to buy into the narrative it can lead to a bigger share of resources.

The issue is that there are poor Blacks who live in these cities AND they are having a hard time paying rent but there is gentrification so to say that these are Living Hells is completely a mischaracterization of cities that were once in dire straits but are far from it today.
