Enhancements to multi-state lottery game include faster-growing, larger jackpots & better overall odds

Starting with the October 22, 2013 drawing, Mega Millions will undergo changes that will result in larger starting jackpots, faster growing jackpots, a $1 million second prize and better odds of winning any prize—all for the same $1 ticket price that the game is currently sold.

The purpose of these changes is to turn up the excitement for Mega Millions players across the country. The game’s minimum jackpot will increase from $12 million to $15 million, and jackpots will grow by at least $5 million after each drawing in which the top prize is not won.

Players will still choose five numbers, plus one number (the Mega Ball), for a total of six winning numbers. But the group of numbers in the first pool will increase to from 56 to 75 and the group of numbers in the Mega Ball pool will decrease from 46 to 15, producing better overall odds of winning a prize in the game. Players currently have a 1 in 40 overall chance of winning, which will improve to 1 in 15 once the game changes are in effect.

Some of the other enhancements that players will see include an increase in the game’s second prize from $250,000 to $1 million, as well as other lucrative changes to the prize structure. Additionally, the Megaplier, a multiplier option which players can purchase for an additional $1 to increase their non-jackpot prizes, will be expanded to include a five factor (5X). That means a Mega Millions ticket with the Megaplier option can now win up to $5 million in the game without matching all six numbers.

Under the new game matrix, the odds of hitting the jackpot will be 1 in 259 million.

Something sneaky is going on and it is bullshit. The odds are ALREADY astronomical. If you play $1 million your odds are STILL less than 1:100 or 1%. Now they are making the odds WORSE? How is this better?

See, this is why I only play $1 per $100M, because if I don't win, and I likely won't, I only bought a pop (soda) or with Powerball it is 1 ticket once it hots $200M and 1 ticket per $100M after that. If I didn't win I just bought lunch.

The lotto is already a sham, now it is worse.

I earned that shit.

Smart Move, They know Big Numbers will increase Ticket Sales.

When the Lottery is 700 Million and 1 Billion, People are more willing to spend there live savings on tickets.

When is just the standard Lottery of 50-100 Million Dollars. Most People just buy 1-2 tickets a week.

The Jackpot gets higher because people don't win. The higher the jackpot, the more people play. Can you imagine how many people will buy multiple tix for a shot at winning a billion? Eventually, someone will win. It'll create monster jackpots and mass hysteria. I like this a lot.

What's in this Harlem man's wallet? He says $168 million.

James "Jimmy" Groves -- a Madison Square Garden laborer who recently defaulted on his Capital One credit-card debt -- yesterday told The Post that he's the person who won half of a $336 million Mega Millions lottery jackpot two weeks ago.

"It feels great!" said Groves, 49, near his home in the crime-riddled Grant Houses. "I'm going to Disney World!

"I was down and out, and I didn't have a dime in my pocket. I asked for a lottery ticket, in 26 installment payments. And the next day, I won $166 million.

"Then the lottery people called me back and told me it was [actually] $168 million," said the father of two, who has not been publicly confirmed by lottery officials as the winner.

Groves has yet to collect on what would be yearly payments of $6.47 million before taxes. But he is already learning that with all that money comes mighty big headaches.

He said that since telling family and pals he won, he's been fielding up to 40 calls each morning from friends, acquaintances and others begging for cash.

"It's hectic," said Groves, who had been working the midnight shift at Madison Square Garden stacking chairs. "I wake up every morning, and everyone is on me like stink on s- - -.

"Right now, I'm frustrated. I feel like my family is in a position of jeopardy," he said. "This is a dangerous neighborhood.

"It's a dream turned into a nightmare. Winning is the beginning. Living with it is pure hell.

"I know people say, 'Give me that hell.' Be careful what you wish for -- you just might get it."

That said, Groves was admittedly living "paycheck to paycheck" before the drawing and could definitely use the money.

Court records show that Capital One -- the credit-card issuer whose motto is "What's in your wallet?" -- in March obtained a judgment of nearly $4,000 against Groves for unpaid principal and interest.

State lottery officials yesterday refused to confirm whether Groves is the person who won the half-share of the Aug. 28 Mega Millions drawing .

The winning ticket was bought at Fordham Grocery and Convenience Store in The Bronx and bore the numbers 1-17-31-37-54, with the Mega Ball 31.

The other winner of the jackpot -- the second largest in Mega Millions history -- bought that ticket in California.

"I can't confirm anything until we actually have a public check presentation. We're in the process of putting together a date, a place or time that works for everybody," said Lottery spokeswoman Carolyn Hapeman.

Sources at the Garden said Groves has told them he won the lottery and has not been at work since the drawing. A Garden spokesman declined to comment.

Groves' neighbors have been buzzing for days about his reputed staggering good fortune at Grant Houses, where elevators reek of urine and most prior news stories mentioning the project have been about violent crimes there.

One neighbor said Groves last week was toting a store sign bearing the lottery prize amount.

"He told me, 'I just won $166 million,' " Fred Reid, 78, recalled. "I didn't believe him, but I said congratulations."

Another resident, Karen Jefferson, said the win is "a blessing for him . . . He can move his family up, out of here."

She said Groves was known for trying "to get people in the neighborhood jobs at Madison Square Garden."​

The winner, Aubrey Boyce, a Metropolitan Transportation Authority collections agent who earns $64,472 per year, was presented with a giant check on Tuesday morning for hitting a $133 million Mega Millions jackpot.

As the cameras flashed on the makeshift stage on a balcony inside Grand Central Terminal, Mr. Boyce did his best to make his debut as a millionaire as short and sweet as he could.

Wearing sunglasses and a staid expression, Mr. Boyce, 49, stepped up to the lectern and regaled reporters with a life history befitting a Twitter feed. He was born somewhere in South America. He has a wife and no children. He did not announce any major plans, except that he would probably go fishing somewhere warm.

Mr. Boyce, who lives in Kew Gardens, Queens, stepped forward to claim his winnings on July 22. He spent $2 — letting the lottery computer pick his numbers, “Quick Pick”-style — for his ticket on July 7. He usually spends about $12 per week on lottery tickets, he said.

And the oversized check was veiled in some anonymity: To better manage his windfall, Mr. Boyce had installed himself as the trustee of a fund he created, the Archibald Trust, which was the listed payee on the check. Neither Mr. Boyce nor his lawyer would comment on the name’s origins.

Even lottery officials were left in the dark.

“We were not told,” said Jennifer Givner, a spokeswoman for the New York State Lottery.

Small wonder. When you are suddenly a multimillion-dollar man, friends — many of whom you did not know you had — suddenly start showing up.

These days, many winners prefer not to show their faces on television or in print, Ms. Givner said. But in New York, winners are required to make some sort of public appearance for the sake of transparency and publicity.

Mr. Boyce’s initial reaction when he suspected he had won was to be expected: He was in shock. He checked his numbers — 25, 27, 35, 38, 39, and the Mega Ball, 28 — twice against the numbers on television, again on the Internet, and the next day at the nearest convenience store. His wife’s reaction was nothing out of the ordinary, either.

“She thought I was making it up,” Mr. Boyce said.

Not long after confirming his prize, Mr. Boyce found a lawyer, Michael Davidov, who specializes in estate planning.

The advice he gave his client was straightforward, he said.

First, “Don’t swindle it.”

Some winners try to hide their lottery or other public prize winnings. Remember Richard Hatch, the $1 million winner of the first season of “Survivor,” who was convicted of tax evasion and sent to prison after he failed to report it to the Internal Revenue Service.

Next, Mr. Davidov said, weigh your options.

Mr. Aubrey decided at the time he bought his ticket, at the Shiv Convenience store, just outside the F train station at 169th Street — to take a lump-sum payment. That brought his winnings down to $82,762,912. After taxes, his total prize was a shade above $54.6 million.

The last bit of advice from his lawyer: “Don’t talk to the media.”

Mr. Boyce’s five minutes in front of cameras, and his disappearing act afterward, was befitting of Houdini, and showed he had taken his lawyer’s advice.​

Still, I play $1 per hundred million. But since Powerball one up on its prices I wait until it reaches 150 million for Powerball. The odds are astronomical either way. On this last drawing that was 300 million, two coworkers and I put in $4 a piece that we did not win. Not winning did not break us, we basically bought a whopper from Burger King. I cannot pay a single bill with the money I lost on the lottery.
